Also, it is requested that these structures be allowed to be <br />constructed within the 100 foot stream buffer zone. The river should <br />not be impacted by construction or operation of the conveyor. <br />Em pire Tract Substation (Main Replacement) <br /> <br />A new substation will be constructed to upgradf~ the mine's power <br />distribution system. The location of the proposed substation' is shown <br />on Map IV-2. This substation eventually will replace the existing No. 5 <br />Mine main substation. <br />A substation pad, approximately 200 feet square, will be <br />constructed at the location shown on Map IV-2. This area is part of an <br />old reclaimed strip mine; it should be noted that bond has not been <br />released but it is anticipated it will be released during the spring of <br />1984. The area on which the pad is constructed will be covered by a new <br />bond when the old bond is released. <br />During site preparation the top 3-6 inches of soil/plant growth <br />media will be salvaged for future reclamation work. Only 3-6 inches of <br />material exists as this area was mined prior to 1977, and not as much <br />soil was salvaged for reclamation work at the time the area was mined. <br />The soil will be stockpiled adjacent to or on the pad. The stockpile <br />will be stabilized by planting the following species on it: western, <br />pubescent, and intermediate wheatgrass, with each planted at the rate of <br />5 lbs. PLS/acre. <br />After removing the soil the site will be leveled and cement pads or <br />(REV. 9/24/84) <br />IV-44o <br />
