1.2 Permit C-1981-028 <br />The Coors Energy Company (CEC) is permitted, by Permit C-1981-028, to conduct surface coal <br />mining and reclamation operations at the Keenesburg Strip Mine. This mine is located on private <br />lands in Weld County, Colorado, approximately 7 miles north of Keenesburg, Colorado, at the <br />north end of an extension to Weld County Road 59. That portion of the Permit area where mining <br />took place is located Sections 25 and 36, Township 3 North, Range 64 West of the 6th P.M., <br />Weld County, Colorado, in a tract of 571.56 acres, more or less. Mining was accomplished in <br />two (the A and B) pits. An access road right of way and some topsand storage areas and <br />vegetation plots are located in Sections 2 and 11, Township 2 North, and in Sections 25 and 36, <br />Township 3 North, Range 64 West, of the 6~h P.M, Weld County, Colorado, and comprise, in <br />aggregate, 40.94 acres more or less. The total permit area contains 612.5 acres, more or less. <br />1.3 History <br />The Permit was first issued on November 3, 1981. It was renewed as of November 3, 1986, <br />November 3, 1991, November 3, 1996, and November 3, 2001. By a Technical Revision (TR) to <br />the Permit in 1987 (TR-13), reclamation work has included the controlled disposal of flyash as a <br />portion of the backfill of mine pits. Coal extraction operations ceased in December 1987 <br />(Findings, Permit Renewal Number 2, March 17, 1992) and operations at the site have been <br />limited to reclamation since that time. By a Minor Revision (MR), the disposal of hard rock mine <br />wastes was also permitted (MR-34, August 11, 1996) and a small amount placed in Pit B. <br />Backfill of Pit A at the site was completed in September 1998, and placement of topsoil and <br />initial seeding was accomplished in 1999 (1999 Annual Reclamation Report). The Permit <br />Renewal of November 3, 2001 was for continuing reclamation of the site. Reclamation activities <br />have, from the renewal to date, been the progressive backfill of Pit B with flyash, followed by <br />placement of spoil and topsoil (topsand) cover, and seeding. <br />Reclamation work remaining at the site includes the completion of Pit B backfill, demolition of <br />remaining temporary facilities, grading, placement of topsoil and seeding. <br />1.4 Acronyms <br />The following acronyms and abbreviations are found within this review: <br />CEC Coors Energy Company <br />Division Division of Minerals and Geology <br />MR Minor Revision <br />PAP Permit Application Package, a set of 3 Volumes. <br />Permit The permit document, and all materials related thereto, inclusive of original <br />applications, renewals, text, exhibits, drawings, figures, maps, revisions, etc. <br />pertinent thereto, most located in the PAP. <br />Rule Regulations of the Colorado Mined Land Reclamation Board for Coal Mining. <br />Page 3 of 7 Pages <br />
