A required scope of this review is defined by Rules 2.06.2(10), 2.06.3(4)(a), <br />2.06.5(3)(c), 2.06.7(5), 2.08.3(1), and 3.02.2(4). Of these, Rules 2.06.2(10) (experimental <br />practices), 2.06.3(4)(a) (mountaintop removal mining), 2.06.5(3)(c) (steep slope mining),and <br />2.06.7(5) (combined surface and underground mining operations) pertain to operations not <br />present at the Keenesburg Strip Mine. During this review, however, a general review of <br />compliance with all the rules identified some items that require attention. The Rules contain the <br />complete text of rules referenced throughout this document. The review is of the Permit C-1981- <br />028 of November 3, 2001, which expires November 3, 2006. The Permit Application Package of <br />three volumes, previous permits, findings, reviews, files of the Division, and reports were <br />researched as were appropriate to the review.
