~ • <br />Since permit issuance, no mining-related activities have occurred. After <br />assessing future contractual requirements, Peabody submitted notification of <br />temporary cessation, pursuant to Rule 4.30.1, on February 11, 1988. This <br />submittal was accepted by the Division and the Seneca II-W Mine was placed <br />into approved temporary cessation on February 12, 1988. <br />No enforcement actions have been issued by the Division at the Seneca II-W <br />Mine since permit issuance. <br />The only land disturbance, other than dr111 pads, is two projects completed in <br />1975 in anticipation of °mine start up": amine entrance road of 1.6 miles; <br />and, an equipment erection site encompassing a site approximately 4D0 feet by <br />400 feet. <br />Section II - Revisions to the Permit <br />Subsequent to permit issuance on December 3l, 1985, Peabody has submitted and <br />obtained Division approval for six minor revisions and one technical revision: <br />Minor Revision No. 1 was received on April 8, 1986 and requested a delay in <br />responding to permit stipulations 4, 6, 10 and 12. The revision was approved <br />on April 9, 1986. <br />Minor Revision No. 2 was submitted on June 9, 1986 and requested a further <br />delay in responding to permit stipulations 4, 6, and 12 to 45 days prior to <br />disturoance (except for the tie-across haul road) or December 15, 1986, <br />whichever occurred first. This revision was approved on June 26, 1986. <br />Minor Revision No. 3 was submitted on June 10, 1986 to resolve permit <br />stipulations 8c and 10. This revision was approved on July 15, 1986. <br />Minor Revision No. 4 was a requested revision by the Division on June 27, 1986 <br />to update the permit application form to reflect Peabody's relocation from <br />Denver, Colorado to Flagstaff, Arizona for its regional headquarters. This <br />requested revision was subsequently withdrawn by the Division after <br />determining such updating could be done without submitting a revision. <br />Minor Revision No. 5 was submitted on December 15, 1986 to modify Minor <br />Revision No. 2 to delay response to permit stipulations 4, 6, and 12 to 45 <br />days prior to disturbance (except for the tie-across haul road) or <br />February 28, 1987, whichever occurred first. The revision was approved on <br />December 23, 198b. <br />Technical Revision No. 1, submitted on February 27, 1987, addressed permit <br />stipulations 2, 3, 4, 5, 6, 11 and 12. Sufficient information was received to <br />allow the Division to give partial approval on May 13, 1987 specifying <br />satisfaction of permit stipulations 2, 3, and 4. <br />Minor Revision No. 6 was received on June 10, 1987 and requested a delay in <br />responding to permit stipulations 6, 11 and 12 until the water rights issues <br />are resolved.
