Mr. W. D. Lamoreux - 3 - December 15, 1989 <br />would request that you submit a series of 4 to 6 cross sections through the <br />portal bench depicting the existing condition and the proposed final slope <br />configuration. The design drawings should be accompanied by a narrative <br />description of the reclamation objectives and methodologies. Cross sections <br />should clearly depict current highwall crest elevations, as well as final <br />topography. We would require that the maximum highwall height reduction <br />possible be achieved, given the material available within the mine bench and <br />the constraint of a final reclaimed slope gradient average of between 40% and <br />50%, with no slope segment steeper than 60%. <br />As stated in our September 21 letter, some grading will be required in the <br />steep sided drainage segment between the lower bench and the portal bench to <br />achieve a uniform gradient, with abrupt slope transitions and pads associated <br />with the conveyor supports eliminated. <br />Portal bench compaction was not addressed in your September 21 letter. An <br />acceptable approach was discussed in our letter of October 12. Depending on <br />the final portal backfill plan which we agree to, alternative compaction <br />specifications may be appropriate. A compaction plan should be included with <br />the backfill plan. <br />Task 8 <br />The proposal in the December 1 letter is acceptable. It will be the surety's <br />responsibility to insure that the owner of the trailer is provided sufficient <br />notification, and that the trailer is in fact removed prior to initiation of <br />reclamation. <br />Task 9 and 11 <br />The backfilling plan is acceptable. The method which will be used to achieve <br />sufficient compaction should be specified. <br />Task 13 <br />The proposal in the December 1 letter is acceptable. <br />Task 14 <br />In addition to the previously noted well, two alluvial monitoring wells will <br />also need to be sealed in accordance with Rule 4.07.3(2). One well is <br />adjacent to the sediment pond spillway outlet and the other is adjacent to the <br />leach pad south of the county road. <br />Task 15 <br />The proposal in the December 1 letter is acceptable. <br />Task 16 <br />In conjunction with reclamation of the leach pad areas as described, the <br />septic tank excavation adjacent to the truck scales north of the county road <br />will need to be filled in. <br />
