Mr. Michael Savage <br />August 30, 1984 <br />Page Two <br />Kerr Coal believes that no oil seepage has occurred <br />through the oil and grease storage pond embankment. <br />This•is confirmed by auger samples which were taken <br />during subsequent inspections of the area by Brian <br />Munson on June 14, 1984, and Mike Savage on July 18, <br />1984. To assure that no seepage does occur, Kerr Coal <br />has placed additional compacted clay material along the <br />outer edge of the embankment. This work was performed <br />during May, 1984. <br />"Additional area was disturbed at the oil and grease <br />pond to build up the embankment. The temporarily stored <br />topsoil should be moved to an approved topsoil site and <br />a better defined berm established as a buffer zone." <br />The topsoil referred to above was removed during <br />the first week in June and placed on an approved topsoil <br />site. At the same time a buffer-zone and berm were <br />established. <br />Hydrologic Balance (4.05) <br />"Pond B and Pond E appear to have slumping occurring <br />around the weir and the primary spillway outlet. This <br />could be due to backwatering around the outside of the <br />weir. These areas should be checked by the operator and <br />repaired." <br />The apparent slumping noted around the wiers and <br />outlets of Ponds B and E is in fact a result of repairs <br />and installation work done on those wiers during 1982 <br />and 1983. The areas need to be left open for future <br />maintenance of those facilities but will be monitored <br />during quarterly self-inspections of the ponds, and if <br />back washing appears to be a problem, appropriate <br />repairs will be made. <br />"Snow removal from the haul road at Pit No. 1 resulted <br />in snow and dirt being placed on the buffer zone. This <br />should be removed from the buffer zone." <br />The material which was deposited within the buffer <br />zone was removed during June, 1984, as noted in Brian <br />Munson's June 14, 1984, inspection report. <br />"Sediment eroding from the temporary overburden <br />stockpile washed over approximately 1.5 acres of <br />undisturbed land resulting in contamination of <br />undisturbed topsoil.
