Staff Recommendation <br /> Docket #SU-81-10 <br /> November 13, 1981 <br /> Page 15 <br /> subject to the following conditions: <br /> 1) Although basic conceptual layouts of the mining and reclamation <br /> plan for the entire property are generally acceptable, Special <br /> Use approval is strictly limited to the first two (2) stages of <br /> mining at this time. Formal review and Special Use approval <br /> will be required prior to commencing any mining activities <br /> on stages 3 through 6. <br /> 2) The maximum length of mining on the site shall not exceed <br /> twenty (20) years. In addition, time period ranges shall <br /> be set for each phase. In the absence of any more sophisticated <br /> estimates, time periods will be based upon the acreage in <br /> the stage compared with the total acreage and a 17-20-year <br /> duration of operations. <br /> 3) Noise levels from the mining, processing and hauling operations <br /> at selected sites in adjacent residential areas shall not <br /> exceed ambient'. (non-mining) levels by more than five (5) <br /> dBA as measured in terms of L , L , L and L . The <br /> applicant shall work with the'HATYmandlReceHary ex��rts to <br /> establish procedures for a noise monitoring program to insure <br /> that noise levels received in adjacent residential areas do <br /> not exceed the above standard. The noise monitoring program <br /> shall be conducted by a qualifued acoustics consultant at <br /> the expense of the applicant. Ambient levels reflecting <br /> the absence of mining-related noise shall be established on <br /> each occasion that mining noise levels are monitored. <br /> 5) Initial mining of any stage should be done during the winter <br /> months when windows are usually closed and residential outdoor <br /> activity is minimal so as to reduce the noise impacts of <br /> initial mining when working levels are at the surface and <br /> overburden stockpiles are not in place. <br /> 6) The use of haul trucks in the actual mine pit areas is subject <br /> to additional formal review if noise levels prove to be <br /> excessive. Review would be for consideration of quieter methods <br /> of transporting pit run to the processing area, including the <br /> possible use o�f conveyor belts. <br /> 7) The north haul road should be relocated to the easternmost <br /> portion of the property immediately inside the flood control <br /> dike. The haul road location should be mined initially, <br /> resulting in a permanent haul road location with an elevation <br /> lower than adjacent elevations so as to provide lower visual , <br /> noise and dust impacts. <br /> 8) The south haul road shall be eliminated due to excessively <br /> adverse impacts on the mobile home park. More acceptable <br /> alternate south haul routes or mitigation measures proposals <br /> from the applicant may be considered through additional <br /> formal review. <br /> 9) Maximum truck speeds on site shall be limited to twenty (20) <br /> miles per hour. <br /> 10) The northern haul road alignment shall be designed to maximize <br /> curve radii and thus minimize acceleration and deceleration <br /> of trucks on the haul road. <br />
