This applies especially to the <br /> stop sign at tiie intersection with Table Mesa Drive. <br /> 12) Only the applicant' s (Flatiron) trucks will be allowed in <br /> the open mine pit areas, with all other trucks restricted <br /> to the main haul road and the operations area. In order <br /> to haul from the site, all trucks must comply with CRS 1973 <br /> 25-12-106 regarding maximum allowable noise levels. The <br /> applicant will be held responsible for the actions of all <br /> drivers and condition of all trucks on site. Signs indicating <br /> maximum speed limits, truck maintenance standards and the <br /> prohibition of the use of dynamic engine braking devices <br /> shall be posted on the site. <br /> 13) An acceptable alternative to back-up horns must be implemented <br /> on the site. Specially-designed rear view mirror systems <br /> are an acceptable alternative. <br /> 14) The applicant .should participate with the State Highway Dept. <br /> and the City of Boulder in installing an interconnected traffic <br /> signal at the intersection of the north haul road and Table <br /> Mesa Drive. No hauling operations shall be conducted until a <br /> signal is installed. <br /> 15) The maximum standard for dust levels at residential property <br /> lines shall be 20% opacity for no more than 30 seconds. <br /> Exceeding this standard shall constitute a violation of the <br /> Special Use approval . Enforcement of this standard will require <br /> verification of the violation by an individual certified by <br /> the state of Colorado. <br /> 16) Apart from and in addition to the operations area and settling <br /> ponds, the maximum disturbed area on the property at any one <br /> time shall not exceed twenty-five (25) acres. <br /> 17) The Alternate Excavation Plan Map should be revised to indicate <br /> two (2) stages instead of one (1) large 53. 5-acre stage. The <br /> westernmost stage should be mined first and the remaining <br /> stages on the map should be renumbered accordingly. <br /> IS) Overburden from the stripping of stage 1 should be stockpiled <br /> around the perimeter of the stage and seeded with natural <br /> grasses, with the majority of the overburden stockpiled on <br /> the northwest, west and southwest portions of the perimeter <br /> in order to provide visual , noise and windblown dust screening <br /> from residential areas. <br /> 19) During periods of inactivity for individual stockpiles of <br /> three (3) days or more, the stockpiles should be sprayed with <br /> chemical surfactants to prevent blowing of materials under <br /> high wind conditions. <br /> 20) Operations on the site should be suspended when wind speeds <br /> on the site exceed 30 miles per hour. <br /> 21) Reclamation and revegetation of the existing Turnpike Pit <br /> site must be completed before any areas are disturbed on <br /> the Deepe Pit site. <br />
