-4- <br />b) The AVF reconnaissance map should be inserted into the permit and <br />referenced in the text. As mentioned earlier, the Division has <br />inserted this map, and needs only a revised narrative which <br />references it. <br />c) As previously stated, Figure 3 depicts culvert extensions and <br />rip-rap on the Pit 4 haul road which do not exist in the field. <br />Based on your response, this figure may need to be modified. <br />V. Bonding <br />There are two issues which remain outstanding at this point in the mid-term <br />review. They are bond liability and approximate original contour (ADC). <br />I have reviewed the original bond calculations, which as you know were the <br />subject of much debate in the original permitting process. While these <br />calculations show unit costs for various items, the assumptions used to <br />generate these costs are not included. Therefore, before recalculating the <br />bond to determine if it is adequate, the Division will perform field <br />measurements of the pit size and haul distances at Pit 4. The volumes <br />required to fill the sediment ponds at Pits 2 and 3 will also be estimated. <br />These measurements will then serve as the basis for the bond calculations. <br />The Division has tentatively scheduled the October, 1987 inspection to perform <br />these measurements. Please let us know if you wish to participate: <br />The AOC issue involves the backfilling and grading of Pits 5 and 6: A <br />comparison of the designed post-mining topography depicted in the Reclamation <br />Map and the as-built topography indicate that the backfilling of these pits <br />has not been accomplished in accordance with the approved plan. The <br />implication of this is that the Rockcastle Company could be required to <br />perform additional earthwork in order to comply with the plan. In addition, <br />the Division would need to retain additional bond money to cover the cost of <br />earthwork and revegetation for the two pits. During the October inspection, <br />the Division will make observations and take slope measurements as a basis for <br />making a decision on this issue. Yau are encouraged to provide any <br />information you might have concerning AOC at Pits 5 and 6. <br />VI: Revisions <br />Division records show five minor revisions and two technical revisions which <br />have been submitted for the Grassy Gap mine.
