~ ~ ._~ ~
_ 3 _ ~`y,v~pl~~1~~,~
r~
c) Pages III-31 thru 62 contain adequacy responses. The substance of
these responses should be incorporated into the narrative of this
section. Diagrams and calculations may be placed in an appendix and
referenced in the text.
4. Chapter IV - Reclamation Plan /
a) The discussion of Pits 7 and 8 should be removed from pages IV/-5 and
III-S: Pages IV-5 and IY-18 should be amended to show that all
ponds except Pond 5/6 will be reclaimed.
b) There appears to be some discrepancies in the estimates of available
top soil volumes and replacement depths. Table 5 in Section III
shows 512,000 C.Y:(based on 159 disturbed acres) for Pit 4, while
Table 3 in Section IV shows 300,700 C:Y. (based on 105 disturbed
acres). In addition, the narrative on page IV-8 indicates a minimum
replacement depth of 12 inches, whereas the tables indicate *.hat
20-24 inches are available. The operator should explain these
discrepancies and revise the permit as necessary.
c) The operator must revise the narrative on page IV-10 to indicate
- that the seeding rates in Tables 4, 5, and 6 are for drill seeding.
This might be accomplished most easily by deleting the sentence
referring to seed rates entirely, and simply relying an the tables.
d) Section 2.05.4(2)(8) should be amended to show that all drill holes
will be seeded in compliance with Rules 4.07.3.
5: Chapter Y - Mitigation Plans ~~
,Ir'e'(/ The last sentence on page W-7 should be deleted so that the
monitoring plan is simply referenced to the hydrology report. The
hydrology report would then be updated to reflect the current
monitoring plan.
b) Page V-1A should be modified to refer to the AVF reconnaissance
~f map. This map (which the Division has) should then be inserted into
~'~ ~ L(~ t section. The discussion on this page might also be updated
_^~~yV1~~~iC' reflect the division's findings.(\~ \nr~2.(~nTcS~i~~~lti2 ~~
~\ c) The angering discussion on page V-15, should be amended to delete
Pits 7 and 8:
IV: Maps
In general; the maps in the permit are clear and concise. However, the
following maps have elicited comments from the Division's review.
a) The reclamation map shows Pits 7 and 8, and indicates retention of
all sediment ponds. These features should be deleted from the map.
In addition, it was noted that the designed reclaimed topography for
Pits 5 and 6 differs from the as-built post mining topography. This
is discussed in more detail in the Bonding section of this report.
i z _.
Z~
~~
(~~
