III. Sealing of Drilled Holes and Underground Ooenines <br />A. The Division will require that each hole, well or other underground opening be capped, sealed, , <br />or otherwise properly managed (4.07.3). <br />IV. Disoosal of Excess Spoil <br />A. The Division is proposing to approve the use of a disposal area for excess spoil (4.09.1(1)). <br />B. The Division has reviewed the design for the fill and has previously approved it (4.09.1(2)). <br />C. The Division has approved of the location of the disposal azea (4.09.1(6)). <br />D. The underdrain system was constmcted simultaneously with excess spoil placement by the <br />natural segregation of dumped materials. The resulting underdrnin system is capable of carrying <br />anticipated seepage from rainfall as well as springs and seeps within the foundation of the <br />disposal azea away from the fill. Other requirements for drainage control will be met. <br />V. Backfilline and Gradine <br />A. The applicant has demonstrated that the fill used to eliminate the highwall and depressions meets <br />all the requirements of 4.05, 4.06, 4.09 and 4.15. Therefore, the Division proposes to approve <br />that excess material not required for highwall and other depression backfill need not be returned <br />to approximate original contour (4.14.1(2)(c)). <br />B. The Division proposes to approve the method and design specifications for covering ofacid-and <br />toxic-forming materials in order to prevent leaching into surface and ground water and to insure <br />baclcfill stability (4.14.3(2)). <br />VI. Reve egetarion <br />A. The permit azea includes three defined vegetation types including a pinon juniper/mountain <br />shmbs mosaic, a dry cropland area and a previously disturbed "old field" community. Baseline <br />data collection has been performed on all three areas, and is included in Section 2.04.10 of the <br />permit application. <br />The reclamation plan with respect to revegetation is discussed in Section 2.05 of the permit <br />application. The Division has approved the use of introduced species and finds that they will be <br />compatible with the post-mining land use. <br />With the approval of Technical Revision 5, the approved post-mining land uses of the Cazbon <br />Junction Mine were changed from wildlife habitat and cropland to industrial and commercial, <br />recreation, and residential. As a result of this change, the criteria under which the success of <br />revegetation will be judged after completion of reclamation changed significantly. Additionally, <br />the goals for the revegetiition program changed accordingly. The goal of the revegetation <br />program will now be to establish a vegetation cover adequate to control erosion. To that end, the <br />revegetation plan was amended with the 1996-1997 mid-term review. <br />13 <br />
