PCPC • • <br />Re: SUP No. 96-07 <br />3-19-97 <br />Page 4 <br />COMMENTS <br />Staff conducted an on-site investigation of the property on Mazch 6, 1997, and observed <br />the following: <br />The existing mining and processing and ready-mix batch plant operations <br />associated with SUP No. 570 (Amended) were operating in a well managed and <br />orderly fashion. <br />The site for the portable hot mix asphalt plant was being prepared and bulk <br />aggregate feedstock was being positioned nearby (Exhibit 4). <br />2. Section 36(f) of the Pueblo Countv Zoning Resolution establishes the findings the <br />Planning Commission must make in its approval of a special use permit. The <br />following fmdings of fact aze listed in bold, followed by staff comments: <br />(1) The requested use is a use listed as a Special Permitted Use in the District in <br />which the parcel is located. <br />"Hot Mix (Road) Plant" is listed as ause-by-review in the A-1, Agricultural Zone <br />District. <br />(2) The granting of the special use appeal will not substantially modify the Land <br />Use Plan or the iuteut, purpose, and spirit of the Zouing Resolutiou. <br />The purpose of the A-1 Zone District is to "...retain and promote the appropriate use <br />of dry range and imgated lands and encowage open use of the land in keeping with <br />its natural characteristics and agricultwal functions." A temporary hot mix asphalt <br />plant will occupy a small portion of the property near the existing batch plant area <br />and will not impact the intent, spirit, or purpose of the Zoning Resolution. <br />(3) This special use proposal incorporates reasonable means to create an <br />environment harmonious with that of the surrouudiug properties. <br />The surrounding properties include vacant rangeland, agricultural land, other <br />mineral extraction activities and several residences within one mile of the site. The <br />proposed use is buffered by distance, tree lines and hedge rows and would not create <br />a negative impact on the surrounding parcels. <br />
