Section 3.8 Advertise and award the contract prepared under Section 3.3. Section 3.9 Provide project supervision during construction to ensure the effectiveness of the project work. Section 3.10 Provide overall project administration during all phases of reclamation, design, planning, construction, maintenance, and monitoring. OSM_proiect responsibilities are as follows: Section 3.11 OSM shall review the complete bid package (including standard clauses, plans, specifications, statement of work, and submit comments to the recipient within 60 days of receipt. SPECIAL PROVISIONS Section 3.12 The total estimated cost is $80,000. Section 3.13 Under this agreement, OSM shall contribute funds not to exceed $80,000 unless this agreement is amended to provide for increased contributions by OSM or the State, to meet the total estimated project cost. Section 3.14 Funding for this Cooperative Agreement will originate from Civil Penalty Reclamation funds (30 CFR 745.21). The funding to the project will not be counted against state or discretionary allocation from AML funds. Section 3.15 This Cooperative Agreement takes effect at the time of signing by the Director of OSM or his authorized delegate. However, the State shall have a period of 20 days from the date of signing to execute this Cooperative Agreement in order to indicate its agreement with the terms and conditions. Unless an extension of time is formally made by OSM, failure to execute the agreement within the stated period shall result in a deobligation of the total Federal Cooperative Agreement amount.
