-4- <br />appropriate OSM Field Office Director within l0 <br />calendar days after the end of each Federal <br />fiscal quarter, up to and including the Federal <br />fiscal quarter in which the State submits to OSM <br />its final SF-269/271 report. <br />Section 3.8 Advertise and award the contract prepared under <br />Section 3.3. <br />Section 3.9 Provide project supervision during construction <br />to ensure the effectiveness of the project work. <br />Section 3.10 Provide overall project administration during <br />all phases of reclamation, design, planning, <br />construction, maintenance, and monitoring. <br />OSM_proiect responsibilities are as follows: <br />Section 3.11 OSM shall review the complete bid package <br />(including standard clauses, plans, <br />specifications, statement of work, and submit <br />comments to the recipient within 60 days of <br />receipt. <br />SPECIAL PROVISIONS <br />Section 3.12 The total estimated cost is $80,000. <br />Section 3.13 Under this agreement, OSM shall contribute funds <br />not to exceed $80,000 unless this agreement is <br />amended to provide for increased contributions <br />by OSM or the State, to meet the total estimated <br />project cost. <br />Section 3.14 Funding for this Cooperative Agreement will <br />originate from Civil Penalty Reclamation funds <br />(30 CFR 745.21). The funding to the project <br />will not be counted against state or <br />discretionary allocation from AML funds. <br />Section 3.15 This Cooperative Agreement takes effect at the <br />time of signing by the Director of OSM or his <br />authorized delegate. However, the State shall <br />have a period of 20 days from the date of <br />signing to execute this Cooperative Agreement in <br />order to indicate its agreement with the terms <br />and conditions. Unless an extension of time is <br />formally made by OSM, failure to execute the <br />agreement within the stated period shall result <br />in a deobligation of the total Federal <br />Cooperative Agreement amount. <br />
