This shall be submitted for comment <br />at least 60 days prior to advertising for bids. <br />Incorporate any required changes to the <br />preliminary final design that are submitted by <br />OSM during the specified review periods. <br />Section 3.5 Obtaining, prior to the start of any <br />construction activity, all applicable Federal, <br />State and local permits and clearances. <br />Section 3.6 Take affirmative steps to place a fair share of <br />purchases with minority business firms. <br />Minority Business Enterprises/Women's Business <br />Enterprises (MBE/WBE) is based on Executive <br />Orders 11625, 12138 and 12432, and OMB Circular <br />A-102. In particular, recipients should: <br />a. Place minority business firms on <br />bidders' mailing list. <br />b. Solicit these firms whenever they are <br />potential sources of supplies, <br />equipment, construction, or other <br />services. <br />c. Where feasible, divide total <br />requirements into smaller needs, and <br />set delivery schedules that will <br />encourage participation by these <br />firms. <br />d. Use the assistance of the Minority <br />Business Development Agency of the <br />Department of Commerce, The Small <br />Business Administration, the Office of <br />Small and Disadvantaged Business <br />Utilization, DOI, the Business <br />Utilization Development Specialists <br />aho reside in each DOi bureau and <br />office, and similar State and local <br />offices, where they exist. <br />Section 3.7 For Federal cooperative agreements of 5500,000 <br />or more, and involving the procurement of <br />supplies, equipment, construction, or services <br />in excess of $10,000, the Recipient shall <br />complete a Standard Form 334 (MBE/WBE <br />Utilization Under Federal Grants, Cooperative <br />Agreements, and other Federal Financial <br />Assistance).
