<br />Summar <br />The Review Process <br />On January 25, 1984, Wyoming Fuel Company (WFC) was issued a permit to <br />conduct coal mining at the Golden Eagle Mine fora five year term. In <br />accordance with Rule 2.08.5, the Division notified WFC of the need to <br />renew the existing valid permit on April 13, 1988. The letter <br />specifically stated that the application should be received at the <br />Division no later than July 25, 1988. An application to renew the <br />existing valid permit was submitted to the Division on August 2, 1988. <br />The application was reviewed and found to be complete on August 2, 1988. <br />A letter was sent to WFC on October 3, 1988 addressing the adequacy of <br />the application and requesting additional information. On <br />October 19, 1988 WFC responded to these initial adequacy issues. A <br />letter requesting further clarification and containing additional <br />adequacy issues was sent out on November 3, 1988. Additional information <br />was received on November 18, 1988 and November 30, 1988. All responses <br />and information have been reviewed by the Division for compliance. <br />Description of the Environment <br />The original Findings document contains an adequate description of the <br />environment. One apparent minor change in the mine plan has occurred <br />since WFC took over the operation from C.F.I. This is discussed in <br />further detail in the description of the operation plans. <br />Description of the Operation and Reclamation Plans <br />Currently 3,394 acres are permitted with a surface disturbance of <br />44 acres for various surface facilities. These facilities are not <br />expected to change significantly from what presently exists during the <br />life of the mine. <br />A technical revision was submitted in April of 1988 to revise the mining <br />plan in the present permit application. The change was needed due to the <br />unexpected "geologic anomaly" encountered in the Second Right development <br />which created excessive water and methane inflow into the workings. The <br />change involves pursuing development to the north and installing <br />longwalls in the First, Third and Fourth Morth's. <br />Coal handling at the Golden Eagle Mine involves transport to the surface <br />on belts. The coal is then minimally processed with waste being trucked <br />to the coal processing waste area. Coal is hauled to the New Elk Mine <br />approximately four (4) miles west. The raw coal is further processed <br />there before shipping. Approximately 800,000 tons/year of coal is being <br />produced with the potential of higher production rate if conditions <br />warrant it. <br />-5- <br />
