This may be detrimental to revegetation. <br />For this reason, the surface manipulation of the soils is to precede seeding. <br />Contour furrowing, for example, would protect the soil from erosion, as we1Z <br />as enhance water-holding capacity and availability to vegetation. Salt Creek <br />Mining Company plans to rough the surface on areas to ce broadcast seeded, but <br />intends to grade other areas. Thus, the following stipulation is necessary: <br />Stipulation .vo. 8 <br />WITHIN ONE YEAR OF PERMIT ISSUANCE, TXE PERMITTEE WILL SUB:~fIT A <br />PLAN TO THE REGULATORY AUTHORITY FOR SURFACE 7fANIPULATZON OF THE <br />SOILS TO ENHANCE 2f0ISTURE RETENTION AND REDUCE EROSION DURING <br />RECZAh1ATI0N. TNIS PLAN WILL BE REVIEWED BY THE DIVISION AND <br />INITIATED BY THE PERMZTTEE DURING RECLAMATION. <br />with t'Le acceptance of these stioulations, the operation is in compliance with <br />. the requirements of this section. <br />XIZ. Vegetation _*nformation - Rule <'.04.10 <br />The Division has reviewed the baseline vegetation information presented for <br />the Munger Canyon project (Section 4.9 of Volume I of the application). The <br />Division has determined that the information is adequate and the ooeration <br />is in compliance, with the following exceptions. <br />In t5e sampling program undertaken, insufficient numbers of samples were taken <br />to provide desired levels of confidence (~ _> .30 for non-herbaceous communities, <br />d= ._'0, oc (2)), for the productivity of the Big Sagebrush, Juniper woodland, <br />Grease wood shrubland, and Shadscale shrubland communities. <br />The Salc Creek biinina Company Munger Canyon project contains the same vegetative <br />communities (with the exception of the Bia sagebrush community) as, and is <br />located con tiouousLy to, [he Salt Creek Mining Comvany .NCClane Canyon site. <br />Abiotic _`actors affecting t..".e occurrence of vegetation communities are similar. <br />For this reason, productivity data from the two sites was compared to determine <br />_= the communities of l4cClane and 'dvnoer Canyon :eere f_om differing populations. <br />It gas statistically verified that the respective 'avnget and >1cC_'are vecetative <br />communities :eere not signif"candy different in terns of veoetat:~%e ~rodvcti~:ty <br />wi~~i^ tl:e bounds of each vegetative community.
