<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />will display American Soda telephone numbers to allow other individuals to notify <br />American Soda of potential emergency situations. <br />The operator will have the authority to shut down the pipeline system upon receiving a <br />report or indication of a verifiable pipeline breach. Shutting down the system will <br />curtail introduction of additional product or water into the pipeline and consequently <br />limit releases from the pipeline rupture. The shut-down procedure will include <br />shutting down the pumping unit upstream of the leak and allowing the downstream <br />pipeline sections to drain. <br />4.0 PIPELINE REPAIR <br />Pipeline repair will take place after the breached pipe section has been identified in the <br />field by American Soda personnel and the pipeline system has been shut down as <br />described above. <br />a) A pipeline maintenance crew will be notified and directed to the leak site with <br />the appropriate supplies, safety equipment, and repair/maintenance equipment. <br />b) If the pipeline breach is a significant rupture affecting a relatively large area (e.g., <br />more than a half acre), efforts will be made to restrict entrance into the affected area <br />other than by authorized maintenance or company personnel who are actively <br />participating in the immediate response operations. <br />' c) The entire 40- or 80-foot section will be excavated, cut, removed, and replaced <br />with a new section of pipe. American Soda will store a limited number of extra pipe <br />sections specifically for this purpose. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />d) After the leak has been repaired, the operator will be notified, all valves will be <br />unlocked and opened, and the pipeline will be refilled with liquid at a reduced rate. <br />The leak area will be observed during filling to make sure a satisfactory repair has been <br />obtained. The pipeline will be gradually brought up to normal operating conditions, <br />during which time the leak site will be continuously observed. <br />Spill clean-up and any necessary reclamation/revegetation procedures will be <br />developed in consultation with BLM representatives or other landowner after the <br />pipeline has been repaired. <br />5.0 RELEASE REPORTING <br />Upon verifying the existence of a pipeline leak, American Soda would immediately <br />notify the appropriate county sheriff's office. American Soda would also notify the <br />BLM within 1 business day of identifying a leak. <br />Written reports will be completed showing all data obtained during the leak detection <br />and evaluation period and including a complete report of on-site activities.
