<br />' request an immediate field investigation. Depending on the apparent magnitude of the <br />pipeline rupture and in consultation with the Plant Manager and/or General Manager, <br />' the operator may immediately shut down the pump station for the appropriate pipeline <br />(i.e., the product pipeline or the return water pipeline) and close the outtake valve at the <br />opposite end of the pipeline to facilitate pressure testing of the pipeline. However, the <br />operator will always have the authority to shut down the pipeline system based solely <br />on his own judgment that circumstances warrant such an action. <br />c) Afield investigation (either by aircraft, automobile, ATV, or snowmobile) will be <br />performed to determine if a pipeline breach is visible. Evidence of pipeline rupture <br />could be the occurrence of water-logged soil, water/solution flowing from the ground, <br />melted snow along the pipeline, etc. <br />d) If a pipeline breach is located, the pipeline shutdown, pipe replacement, and <br />pipeline restart procedures described in Section 3.0 -Immediate Response Conditions <br />and Section 4.0 -Pipeline Repair will be followed. <br />e) If a pipeline breach location is not identified, the following procedure will be <br />' followed: <br />• Pipeline sections will be "isolated" through closure of manual valves and <br />' checked for their ability to hold pressure. Pressure testing will be the most <br />efficient method for identifying the problem section. Once the problem pipeline <br />section is identified, further field investigation of that section will be undertaken. <br />' Pressure will be maintained on the problem pipeline section during this effort in <br />order to force liquids out of the pipeline breach and thereby facilitate pinpointing <br />its location. Pressure testing will continue until the specific leak location is <br />' identified. Pressure testing should allow for relatively efficient leak location <br />under most circumstances. <br />' • In the rare case where the location of the breach cannot be identified on <br />the ground, a "smart pig' or an x-ray machine may be inserted into the pipeline <br />to identify the actual location of the breach. This scenario is considered highly <br />unlikely but could arise if a very small leak goes undetected and pressure testing <br />fails to locate it. <br />' 3.0 IMMEDIATE RESPONSE CONDITIONS <br />An immediate response is warranted if a pipeline breach or rupture is observed by <br />' either American Soda personnel or other individual(s). Pipeline breaches may be <br />readily apparent (e.g., a backhoe operator incidentally ruptures a line) or may be less <br />obvious if it is the result of long-term pipe failure (e.g., a small leak from a weakened <br />pipe section). American Soda personnel monitoring the pipeline corridor will be <br />trained to look for and identify unusual conditions that could indicate a pipeline <br />rupture or breach. <br />American Soda monitoring personnel will immediately notify the operator of any <br />conditions suggesting a pipeline rupture or breach.
