1 <br /> <br />3.1.4 Construction Access Roads <br />' American Soda is proposing no new access road construction. Access will be via <br />existing roads or on the ROW itself. BLM-administered roads to be used include <br />Sprague Gulch Road, which may be used to access the upper portions of the <br />pipeline along Barnes Ridge south to Davis Point. <br />' Some existing roads, including the Sprague Gulch Road, may require repair or <br />improvement before use. Any road repair that cuts new ground will be subject <br />to prior approval by the BLM. American Soda will coordinate the use of public <br />roads with appropriate agencies and permittees and the use of private roads with <br />landowners. Existing roads that are used in conjunction with the ROW will be <br />' periodically maintained. <br />No construction activities will occur when the soil is too wet to adequately <br />' support vehicles and/or equipment. If equipment creates excessive rutting of the <br />access roads, operation of such equipment will cease. Public access and livestock <br />control will be maintained during construction. <br />' 3.1.5 Special Work Areas <br />' Temporary Use Areas: Temporary Use Areas (TUAs), which are <br />equipment "set-up" areas for difficult sections of the pipeline corridor, are <br />required to efficiently install the pipelines. Each TUA will usually involve an <br />' additional 1 to 2 acres along the construction easement. TUAs will be required <br />near road crossings, stream crossings, pipeline crossovers, areas of steep <br />topography, areas of deeper excavation, truck or vehicle turnarounds and other <br />' difficult areas. Wherever possible, TUAs will be located adjacent to other <br />pipeline company ROW easements. The likely locations of TUAs are <br />' represented in Figures 3-la through 3-lh. <br />• Residential Areas: The pipelines would not be located within 100 feet of <br />' any residence. Special construction activities for crossing rural residential areas <br />would include: 1) maintaining access to and from residences at all times, unless <br />express authorization is obtained from the landowner; 2) constructing only <br />between the hours of 7:00 a.m. and 6:00 p.m.; 3) implementing dust control <br />measures; and 4) limiting the length of time during which trenches within 250 <br />feet of a residence are open. When crossing private roads, owners would be <br />' notified at least 24 hours in advance of construction, and each crossing would be <br />completed within 4 hours. It is intended that no driveway would be closed for <br />more than one construction shift unless arrangements are agreed upon with the <br />' affected landowner.
