The discussions about SAR values and abandoned mine water <br />contamination in Section 4.05.1 should be modified to show the <br />changes in these conditions based on the dry mine operation <br />,i plan. These changes should be consistant with the discussions <br />in Sections 2.04 and 2.05. <br />The discussion of water quality standards and effluent <br />limitations in section 4.05.2 should be modified to reflect the <br />deletion of abandoned mine dewatering in the dry mine plan. <br />The operator may provide evidence that the dewatering plan <br />should be retained in the event that poor quality abandoned <br />mine drainage is intercepted. Because of the inaccuracy in <br />predicting the extent of old mine workings it is still possible <br />that bad water could be encountered even under the dry mine <br />operations plan. <br />d. The statement in paragraph 3, page 4.05-5 should be modified to <br />discuss erosion control methodologies for ditches excavated in <br />v highly erosive soils. Field observation indicates that <br />management of erosion is necessary in the western diversion <br />ditch, and may be required in other ditches as well. <br />e. The discussion of toxic spoil in Section 4.05.8 should be <br />~- expanded. The discussion should reflect the dry mine plan, and <br />be consistant with the Division's findings document. <br />f. All references to use of, or following Wyoming DEQ Guidelines <br />on soil placement and sampling during reclamation should be <br />changed to a statement such as "handling techniques will be <br />patterned after Wyoming DEQ or other pertinent guidelines". A <br />direct reference to the use of these guidelines should not be <br />made, as they are not formally accepted by the State of <br />Colorado. Such references are found in Sections 2.04 and 4.06. <br />g. 4.07.3 An additional statement should be added that calls for <br />abandonment reports as per Stipulation No. 17. <br />h. A discussion of the new regulations pertaining to certification <br />of blasting supervisors should be included in Section 4.08. <br />~/ i. A discussion of the approved loadout (TR-03) should be inserted <br />in Section 4.28, replacing the existing text. <br />IV. Maps and Accessory Documents (Volumes 2, 3 and 4) <br />a. The operator must review and revise all maps as necessary to <br />reflect the approved dry mine plan. All indications of the <br />~ multiple seam plan should be eradicated from these maps. The <br />exploration test pit should be included on all appropriate maps. <br />The Division will review the revised maps when submitted, and will <br />then be able to address specific adequacy questions to each map. <br />
