2
stipulation commitments and changes in the mining and reclamation plan into
the body of the document. The specific items which must be incorporated will
be detailed in the following sections of this document. All changes should be
submitted as revised pages to the permit. A revision date should appear in
the lower right-hand corner of each page.
The current permit application document does not reflect changes that were
required in the preliminary adequacy review document from the Mined Land
Reclamation Division. In addition, all references to the interim permit
number and program should be replaced with the permanent program number and
status. References to a life-of-mine permit term should be replaced with the
approved five year term in all cases.
The approved dry mine plan is not incorporated into the narrative of the
permit. As this revision represented a major change in the operation and
reclamation plans, a detailed review and revision of the entire permit text is
necessary. All references to the original multiple seam mining plan should be
deleted, and replaced with the appropriate narratives from the dry mine plan.
All original assumptions pertaining to baseline data interpretation, volume
estimates, life of mine, etc., should also be revised to reflect the dry mine
plan.
A thorough discussion of the exploration test pit phase of the dry mine plan
should be inserted into the permit. This discussion should include the
purpose of the pit in the operation plan, a discription and map of the
disturbance, and appropriate bond calculations.
In a letter dated February 9, 1983, Kaiser Corporation made a commitment to
the Division that the CCMC test pit would be totally reclaimed by December,
1983. Kaiser Corporation must address why this commitment has not been
fulfilled, and propose a new reclamation schedule as appropriate.
III. Specific Items Requiring Clarification or Updating
1. The permit application form
h a. This form must be updated to reflect the current ownership,
name and contact information. Any changes in page numbers or
maps which are a result of this review should also be
included. Similar changes in the Table of Contents, List of
Figures, etc., should also be made. Anew permit application
form has been enclosed for your convenience.
2. Section 2.02 - Exploration
a. This section should be updated to include exploration programs
which have been implemented. Exploration permit numbers and
the status of these permits should be included. A map should
be submitted which shows the total number and location of all
holes drilled in these permits. The date and method of sealing
for all holes must be submitted so that the Division may
determine if all the holes have been sealed.
