<br />1 <br />Mid-Term Review <br />Colorado Coal Mine No. 1 <br />I. Introduction <br /> <br />This document presents the results of the Division's mid-term review of the <br />Colorado Coal Mine No. 1 (GCMG). This mid-term was conducted to fulfill the <br />requirements of Rules 2.08.3, 2.06.2(9), 2.06.3(4), 2.06.5(3), 2.06.7(5), and <br />3.02.2(4). <br />Rule 2.08.3 requires that the Division conduct a review of each permit issued <br />prior to its mid-term (2 1/2 years). Based on this review, and for good cause <br />shown, the Division may require reasonable revision or modification of the <br />permit provisions to ensure compliance with the Act and Regulations. <br />Rules 2.06.2, 3, and 5 require that experimental practices, mountain top <br />removal variances, variances from AOC, and variances from contemporaneous <br />reclamation be reviewed by the Division where applicable. CCMC does not have <br />any operations that would fall under these categories. <br />Rule 3.02.2(4) requires that the Division review the amount and terms of <br />acceptance of each bond every 2 1/2 years. <br />The mid-term review consisted of a detailed review of the CCMC permit. The <br />Division also reviewed subsequent revisions and stipulation responses to <br />ensure that all permit commitments and conditions were being satisfied. <br />Hydrologic monitoring data were reviewed to assess the adequacy of the <br />monitoring plan, and the discussion of hydrologic impacts contained in the <br />Findings document. <br />This mid-term review document is organized i.n the following manner: Section <br />II outlines general formatting problems and formatting procedures which should <br />be followed during the updating of the permit; Section III discusses specific <br />questions or updating requirements on a section by section basis, following <br />the organization of the original permit; Section IV discusses updating <br />requirements for maps; Section V discusses the bond format and amount; Section <br />VI is a summary of revisions and submittals which Perma Resources must <br />incorporate into the permit; and Section VII is a summary of the stipulation <br />commitments which must be incorporated into the permit. Many of the items <br />listed in Sections VI and VII will have been discussed in section II. <br />II. General <br />In general, the format of the CCMC No. 1 Mine permit application facilitates <br />review by the Division. Pages are clearly and logically numbered and the use <br />of exhibits is well implemented. From a formatting standpoint, what remains <br />to be done is for Kaiser Steel Corporation to incorporate all revisions, <br />
