4. Hazardous, Toxic and Flammable Materials - The CONTRACTOR shall <br />remove an ispose o a azar ous, oxic, and/or flammable <br />materials existing within the working area limits in strict <br />accordance with all applicable federal, state, and local laws, <br />rules, and regulations regrading handling, transportation, and <br />disposal of such materials. The East mine area structures, <br />facilities, and material storage areas contain a large quantity of <br />tanks, drums, barrels, buckets, and other containers used to store <br />and/or dispense fuels, lubricants, grease, chemical reagents and <br />compounds such as flocculents used for processing coal in the <br />preparation or wash plant. <br />5. Miscellaneous Materials Removal and Disposal - In addition to the <br />s ruc ures an acs i ies specs ~e or emolition and removal, the <br />East mine area also contains a substantial quantity of miscellaneous <br />mining equipment, machinery, utility fixtures, cable and wiring, <br />utility and drainage piping, construction materials, parts, <br />supplies, and garbage remaining on or buried beneath the existing <br />ground surfaces. All mining related or man made miscellaneous <br />materials existing within the working area limits of the East mine <br />area must be removed such that no miscellaneous materials remain on <br />or within 4 feet (measured vertically) of the final regraded surface. <br />C. Items to be Removed -Composition and Approximate Dimensions <br />1. Cyclone fencing and Gates - This feature is shown as item <br />mum ers an on Exhibit 3A. Fencing is typically <br />6'h with a three strand barbed wire angled extension on the <br />top. Gate section halves at the wash plant access gate and <br />substation access road are each 10 feet wide. The substation <br />enclosure gate is a single 10 foot wide damaged gate section. <br />The East mine area contains a total length of fencing, <br />including gates, of approximately 1,680 linear feet. This <br />includes fencing south of the highway, fencing around the <br />remains of the crusher facility north of the highway, the <br />substation access road gate, and the substation enclosure. <br />2. Powder and Cap Magazines - These features are shown as items 1 <br />an on x i i e type and extent of reinforcing used <br />in the concrete is unknown. <br />Powder magazine: 6" thick concrete, outside dim. 8'Lx6'Wx8'H, <br />plywood inside lining and steel door, <br />partially buried. <br />Cap magazine: 6" thick concrete, outside dim. 3'Lx3'Wx4.5H, <br />plywood inside lining and steel door, <br />partially buried. <br />-8- <br />
