<br />Memo to PC PC <br />SUP No. 570 <br />January 22, 1987 <br />Page Four <br />4. Augmentation Plan <br />The applicant is in the process of development a plan for <br />auymentation. Ralph Atkins has been retained to assist <br />Southwest Ready Mix in that process. The pit has encountered <br />groundwater along its eastern margin (see Exhibit 2). A <br />portion of the water encountered is being used for washing <br />gravel (see Exhibit 3), after which it is returned to a <br />settling pond before being discharged to the Arkansas River. <br />S. Highway Access Permit <br />Southwest Ready Mix, Inc./Rich and Company were issued State <br />Highway Access Permit No. SOB/324.88/R/GAT on April 20, 1986. <br />The required deceleration lane has been constructed and is in <br />use (see Exhibit 4). <br />6. Septic Svstem Permit <br />No septic system has been installed at this time. Portable <br />facilities are in use. <br />7. Landscaping <br />To date, no landscaping has been installed, i.e. the <br />applicant is nearly six months late in satisfying this <br />condition. The applicant has told staff that landscaping <br />will be installed in the late spring of 1987. <br />8. Graveling of Roadway and Operational Areas <br />The on-site access roads and operations areas around the <br />batch plant are graveled, as required. <br />9. NPDES Permit <br />The Colorado Department of Health issued Permit No. COG-5000 <br />(Facility No. COG-500092) to Southwest Ready Mix, Inc. <br />permitting discharge of water into the Arkansas River, <br />effective January 29, 1966. The permit expires September 30, <br />1987. <br />
