u Memo to PC PC SUP No. 570 January 22, .1987 Page Five On-Sites Review: Robert Andrews Staff (R. Andrews) conducted an on-site inspection of the subject property on January 13, 1987, and observed the following: 1. The batch plant presents a neat and orderly appearance (see Exhibit 5). In developing the site, the applicant has made an effort to retain existing trees where possible. 2. The batch plant area is fenced with a controlled access gate. Appropriate speed limit signs (20 mph) and controlled access signs ("absolutely no unauthorized personnel beyond this point") are in place. 3. The 1 1/4 mile raised gravel access road from the batch plant to the mining area in good condition. It is fenced on both sides with cattle guards, road crossings, and culverts in good repair. 4. A small pond (well) has been created next to the screening operation to provide wash water. Discharge wash water is directed into an existing "low area/detention pond", eventually discharging into the river as per the Wastewater Discharge Permit. On-Site Inspection: Steve Douglas Staff (S. Douglas) conducted a second on-site inspection January 15, 1987, and observed the following: 1. Mining has encountered groundwater along the eastern portion of the pit. Since then, the applicant has successfully attempted to keep the pit floor above the water table. Eventually, they plan to excavate below the water table, but for now they are attempting to keep the workings dry. 2. Mining disturbance has extended south to a line approximately 150'-200' north of the north bank of a presently abandoned channel of the Arkansas River. Construction debris (cement, concrete blocks and minor amounts of other material) has been piled in that "buffer zone." The applicant indicated that the debris was not put there by them.
