u <br />Memo to PC PC <br />SUP No. 570 <br />January 22, .1987 <br />Page Five <br /> <br />On-Sites Review: Robert Andrews <br />Staff (R. Andrews) conducted an on-site inspection of the subject <br />property on January 13, 1987, and observed the following: <br />1. The batch plant presents a neat and orderly appearance <br />(see Exhibit 5). In developing the site, the applicant <br />has made an effort to retain existing trees where <br />possible. <br />2. The batch plant area is fenced with a controlled access <br />gate. Appropriate speed limit signs (20 mph) and <br />controlled access signs ("absolutely no unauthorized <br />personnel beyond this point") are in place. <br />3. The 1 1/4 mile raised gravel access road from the batch <br />plant to the mining area in good condition. It is <br />fenced on both sides with cattle guards, road crossings, <br />and culverts in good repair. <br />4. A small pond (well) has been created next to the <br />screening operation to provide wash water. Discharge <br />wash water is directed into an existing "low <br />area/detention pond", eventually discharging into the <br />river as per the Wastewater Discharge Permit. <br />On-Site Inspection: Steve Douglas <br />Staff (S. Douglas) conducted a second on-site inspection <br />January 15, 1987, and observed the following: <br />1. Mining has encountered groundwater along the eastern <br />portion of the pit. Since then, the applicant has <br />successfully attempted to keep the pit floor <br />above the water table. Eventually, they plan to <br />excavate below the water table, but for now they are <br />attempting to keep the workings dry. <br />2. Mining disturbance has extended south to a line <br />approximately 150'-200' north of the north bank <br />of a presently abandoned channel of the Arkansas <br />River. Construction debris (cement, concrete blocks <br />and minor amounts of other material) has been piled <br />in that "buffer zone." The applicant indicated that <br />the debris was not put there by them. <br />
