TRRPPER MINING INC TEL~303-824-4632
,~
Mr. Kent Gorham
Colo Office of Mined Land Reclamation
Nuvcmber 19, 1992
Jan 04 96 13 33 No .005 P.03
Visibility: Trapper maintains that the triple shift visibility Caclor should be U.90
roprcacnting 12 hours of day work at 1.00 and 12 hours of night work at 0.80. Similarly,
the two-shift factor should be 0.95, representing 12 hours oC day work at 1.UU and 4
hours of night work at 0.80. COMLR data indicates a 0.90 factor should be used for
double shifts. COMLR wdl do additional research as to the basis Cor the 0.90, double-
shiCtfactor.
Jub Efrcienry: Trapper feels that the job caicienry does not change with the addition
oCahiCts; that a 50-minute effective work how is as valid for two or three shifts per day
as it is for one shift. The multiple-chiC~ [actor could even he higher due to reduced start-
up and shut-down lime. COML.R stated that the job efficiency should drop Crom 0.8.3
for single shiftc to 0.81 Cor multiple shifts. COMLR agreed to retook at the job
cfGcienry [actor.
7. Fleet Coats: COMLR and Trapper agree that flcet costs used by COMLR were
appropriate. Operating costa for the ripper will be eliminated from the backfilling and
tough grading assts. A utililypcrson will he added to tech shift to operate light planes
and accomplish other misa:llsneous duties.
8. Labor Costs: COMLR and Trapper agree to use the rates reflectul by the COMLR
references as stated in the initial adequacy correspondence dated October 14,1992.
Final GradinP
The original rate proposed by COMLR wet based on "medium grading". COMLR agreed to
recalculate the rate based on "light grading'. Discussions will resume once the adjusted rate is
presented.
n s
1. D11 N Dozer: Sec Numbers 1 & 2 under Backfllling and Rough Grading.
2&10. Ripping Haulroads, Job Correction Factor: COMLR end Trapper agree that the job
t:orrcclion factor would vary depending on whether or not the haulroads were ripped.
Trapper suggested either neglecting ripping costs and using a lower correction factor for
dozing or including ripping with an appropriately higher correction factor for dozing.
COMLR agreed and will offer details pending further research. COM1A also agreed
to provide an estimate of the seismic velocity of road material should ripping be
reyuired.
3. Drainage Patterns: It was agreed that drainages affected by road grading should he
included in the text.
4. Triple Shifts: COMLR and Trapper agree that single shifts will be toed Cor grading
roads.
S. Ac:u;ss Roads: COMLJt and Trapper egret that the reclamation of ae:cess roads is
presently included in our final grading, topsoiling end seeding costs.
