`J <br />-4- <br />The actual quarry operation is still being conducted in acco[dance with the recommenda- <br />tions of THK Associates. The 20' berm on the east has been reseeded and improved. <br />The original purpose of the berm remains the same--to screen the quarry operations <br />from being highly visible from populated areas. Shale material was hauled as an <br />extension of the 20' berm area in 1986. This screening berm progression will be <br />topsoiled and seeded. <br />The floor of the quarry continues to be graded and maintained at all times so that <br />runoff drainage is directed toward the southwest corner of the site where a detention <br />pond gathers all runoff. The three previously constructed detention storage ponds <br />are in daily use for recycling dust suppression water and collection of fine particle <br />settlement. The ponds are at an average depth greater than the 4' specified and <br />are provided with proper outlets. These ponds are cleaned during the winter and <br />contents incorporated into the topsoil and used for seeding purposes. <br />Asphalt Paving Co, continues to give asssurance that Che mining will continue in <br />stages and is in compliance with the THK Associates and the Asphalt Paving Co. ap- <br />plication to the Jefferson County Board of Adjustments concerning its mining operations <br />over the life of the mine. <br />Asphalt Paving Co. continues to make improvements and to upgrade tiie system. We <br />are committed to providing a quality operation and a safe work place. <br />Reclamation continues to be accomplished as per [he recommendations of 'fI1K Associates <br />and will continue per the stages included and submitted with the plan. '1'lie crested <br />wheat grasses, along with blue gamma and rye grasses, are rolled rind compacted into <br />the soil after seeding to insure limited wind loss. On-site reclamation is being <br />expanded in an ever-widening semi-circle as mining is completed. Reclamation signs <br />have been installed to alert all incoming visitors that reclamation is an important <br />part of our activity. <br />Inasmuch as the quarry operation has not ceased operations, [he remaining flat benches <br />have not been addressed in this report. <br />A performance bond continues to be provided to the Colorado Plined Land Reclamation <br />Board as well as Jefferson County in the monetary amount defined by tl~e land Reclama- <br />tion Board and is consistent with their normal and accepted schedule of fees. <br />A public liability and property damage umbrella insurance policy in the amount of <br />$2 million has been kept in full force. Asphalt Paving Co. agrees to actively pursue <br />an operating policy that continually tries to operate within all applicable rules, <br />regulations and statutes of any county, state or federal agency having jurisdiction <br />over any aspect of the operation. <br />Water spray bars continue to be in operation and are installed at dust producing <br />points in the crusi~ing operation, lJater trucks continue to spray the stockpiles, <br />the stockpile areas and the quarry floor as well as those areas wlricli have been <br />revegetated. All access roads have been paved eliminating the need for water trucks <br />on the quarry access roads. Asphalt Paving Co. continues to try to he advised of <br />• the latest technology for new methods of dust control. Should these new methods <br />become available, we recognize our obligation to so inform etie fin;ir~l rrF Adjustments <br />of these new additions or methods we would propose to use. In Che event of extreme <br />wind conditions, Asphalt Paving Co. continues to shut down its entire crushing operation. <br />
