P.cnnnmic conditions <br />at the present time do not indicate that Chis will be the case during next year <br />either. <br />Blasting: Test monitoring stations are established and are operated nn a portable <br />basis to insure the structural integrity of the improvements adjacent to the quarry <br />site. As per the analyzation of VME and its report documentation, ground motion <br />and noise have not exceeded the 2" per second allowed. Noise level measurements <br />conducted by MSHA have not exceeded those levels established by the State of Colo- <br />rado or the federal regulations regarding noise pollution. P1SHA inspections that <br />have revealed high noise levels have been corrected immediately and have been <br />subject to subsequent verifications and compliance with their standards. <br />Our blast vibration monitoring consultant has been and continues to be Vibra-Tech <br />Engineers Incorporated. A continuing and effective blast vibration monitoring <br />program is presently being carried out. The resulting data has been analyzed by <br />this independent service and the resulting analysis data continres to he submitted <br />directly to the Denver Water Board by agreement between Asphalt Paving Go. and <br />the Denver Water Board. <br />Asphalt Paving Co. continues [o monitor noise levels within its own operation with <br />a Tracoustics SLM-SZA portable sound level meter operated from those distances <br />which are consistent to the operation. As a result, Asphalt Paving Co. has not <br />received a single noise complaint during [his past year. <br />To our knowledge, all noise and blasting measurements have not shown any readings <br />exceeding the safety limits required by the Colorado State or federal law. <br />Traffic Routing: The truck trips leaving the quarry site have been split as equally <br />as posible so as not to concentrate truck traffic of any nature upon any location. <br />The truck routing hours have been regulated through our truck foreman nn a daily <br />basis. Our scale house personnel have been instructed to assure themselves that <br />this truck routing is followed. Our position still remains to work closely with <br />the schools, City of Golden, and Jefferson County. We are aware of the conditions <br />set forth in the resolution regarding traffic routing, the hours of restrictions <br />and [lie percentage of trucks using these highways and are mnintnining a scheduling <br />posture so that these conditions are recognized. Asphalt Paving Cu. has continued <br />to employ those same persons as in the past who recognize the importance of the <br />truck routing requirements, specifically [he truck foreman, the scale weigher, <br />and the quarry superintendent. With the improvements to Highway 93, especially <br />in close proximity to our quarry, the increased traffic load as well as the high <br />speed traffic has accommodated our trucking very well. Asphalt Paving Co. continues <br />to monitor our trucking activity as it relates to Highway 93 very closely. We <br />have benefited from these improvements and continue to take advantar;e of them in <br />maintaining a controlled, safe operation. <br />Mining: As previously addressed in the 1985 report, Asphalt Paving i;o. has been <br />granted permission fur an asphalt plant to be located at some fntrire date within <br />the boundary provisions itemized in Ralston Quarry. There have Been no circumstances <br />• to date which would warrant an immediate move of an asphalt plant to this location. <br />We continue to operate at the Ciear Creek site and will do so until the situation <br />changes. <br />
