Mr. Earl E. Emery 2 June 19, 1991
The review of the existing data and aerial photographs will
be used to evaluate the areas requiring remedial action and
the physical constraints on those actions. This data re-
view will include the history of ownership and the opera-
tions conducted at the site as well as data concerning the
development of environmental issues. Remcor will contact
the National Archives to obtain historical aerial photo-
graphs for the period prior to CFBI's ownership of the
sites.
Task 2 - A site visit by three members of Remcor's senior
engineering staff (Messrs. Leo M. Hrauseh, John P. Black,
and Glen R. Rieger or Daniel Forlastro) to examine the site
and retrieve locally available data. .Conditions that have
influenced the resulting environmental liabilities at the
sites will be examined. Constraints on remedial actions at
the site will be factored into the conceptual remedial
plans.
Task 3 - Development, in consultation with Counsel, of a
synopsis of the cleanup requirements associated with the
site under applicable regulatory programs (Comarehensive
Environmental Response, Compensation, and Liability Act
(CERCLA]; Resource Conservation and Recovery Act [RCRA];
Environmental Cleanup Responsibility Act [ECRA]; Toxic
Substances Control Act (TSCA]; and National Pollutant
Discharge Elimination System [NPDESJ).
Task 4 - Development of a remediation scheme that is based
on the objectives of CFSI and those reouired under the
applicable regulations (Task 3). Remcor will clearly jus-
tify remedial actions based on the requirements of the
zeculatory environment at the site. Areas that might
otherwise be presumed to require actions (not specifically
driven by regulations) will be identified and clearly docu-
mented so that their exclusion from the estimates can be
defended.
• Task 5 - Development of cost estimates for the remedial
actions identified in Task 4. The cost estimates will be
carefully developed so that they can be checked and de-
fended on the basis of the available data, and the assump-
tions will be made where insufficient data is available. .. .. ..
Task 6 - Preparation of an evaluation report and ealeula-
tion brief for each site that will clearly describe the
work conducted during Tasks 1 through 5.
•,~ '~~
'sencane so~unons roR ruruoovs w~srr.~oscerr
