Emery 2 June 19, 1991 <br />The review of the existing data and aerial photographs will <br />be used to evaluate the areas requiring remedial action and <br />the physical constraints on those actions. This data re- <br />view will include the history of ownership and the opera- <br />tions conducted at the site as well as data concerning the <br />development of environmental issues. Remcor will contact <br />the National Archives to obtain historical aerial photo- <br />graphs for the period prior to CFBI's ownership of the <br />sites. <br />Task 2 - A site visit by three members of Remcor's senior <br />engineering staff (Messrs. Leo M. Hrauseh, John P. Black, <br />and Glen R. Rieger or Daniel Forlastro) to examine the site <br />and retrieve locally available data. .Conditions that have <br />influenced the resulting environmental liabilities at the <br />sites will be examined. Constraints on remedial actions at <br />the site will be factored into the conceptual remedial <br />plans. <br />Task 3 - Development, in consultation with Counsel, of a <br />synopsis of the cleanup requirements associated with the <br />site under applicable regulatory programs (Comarehensive <br />Environmental Response, Compensation, and Liability Act <br />(CERCLA]; Resource Conservation and Recovery Act [RCRA]; <br />Environmental Cleanup Responsibility Act [ECRA]; Toxic <br />Substances Control Act (TSCA]; and National Pollutant <br />Discharge Elimination System [NPDESJ). <br />Task 4 - Development of a remediation scheme that is based <br />on the objectives of CFSI and those reouired under the <br />applicable regulations (Task 3). Remcor will clearly jus- <br />tify remedial actions based on the requirements of the <br />zeculatory environment at the site. Areas that might <br />otherwise be presumed to require actions (not specifically <br />driven by regulations) will be identified and clearly docu- <br />mented so that their exclusion from the estimates can be <br />defended. <br />• Task 5 - Development of cost estimates for the remedial <br />actions identified in Task 4.
