Emery 3 June 19, 1991 <br />During the data retrieval and evaluation (Tasks 1, 2, and 3) <br />Remcor will be identifying, to the extent possible, the develop- <br />ment of the conditions that are responsible for the remedial ac- . <br />tions evaluated in Tasks 4 and 5. By correlating the history of <br />ownership, operations, and the development of environmental issues <br />with the evolution of the regulations, Aemcor will develop a <br />strategy for assigning the identified obligations. Remcor's staff <br />of engineers, remediation experts, and regulatory compliance per- <br />sonnel is particularly suited to this type of analysis., The final <br />tasks associated with this.pzoject will be as follows: <br />Task 7 - Identification of the historical practices at <br />each site with respect to the environmental regulations. <br />Through a careful development of the history of the condi- <br />tions associated with the remedial actions, Remcor will de- <br />velop a strategy for apportionment of obligations. The <br />strategy will be based on site history, impact on the scope <br />of the identified remedial action(s), and the evolution of <br />the environmental regulations. The strategy will be eleaz- <br />ly defined so that it can be explained and defended. <br />Task 8 - Based on the Task 7 apportionment strategy, CF82's <br />obligations will be calculated. This calculation will <br />clearly demonstrate how CFSI's obligations, relative to the <br />site conditions, were determined. <br />Task 9 - Preparation of apportionment reports that clearly <br />describe historical practices at the site, the apportion- <br />ment strategy, and the calculated CFSI obligation. The re- <br />ports will be submitted in draft form for review prior to <br />finalization. The final documents will be suitable for <br />court oz agency review. <br />COST PROPOSAL AND SCFs.--.DIILE <br />Our fixed price for completion of the tasks listed is 586,200. <br />This cost includes site visits, a trip to Denver and Pueblo to re- <br />view documents, engineering cost estimates, and the preparation of <br />two reports (Remedial Cost Evaluation and Apportionment Strategy) <br />for each site. The cost by task is presented in Table 1. As an <br />alternate, Remcor could conduct Task 1, Data Review, and Task Z, <br />Site Visit, and provide a revised cost after reviewing the data <br />base." This work will be conducted in accordance with our existing <br />Services Agreement with CFLI and the following payment schedule: <br />• Authorization to proceed (Task 1) - $19,300 <br />• Completion of Tasks 2 through 6 - $41,000 <br />• Completion of Tasks 7 through 9 - $25,900. <br />We estimate a total project duration of seven weeks. <br />', J 'r i <br />-Re.~usne sotvno,n roe ruzs~oous w~srt r~oetr~rs- <br />
