Topsoiling of portal bench. <br />Due to the small quantity of stockpiled topsoil, the backfilled portal <br />bench slope will not be topsoiled. <br />13. Topsoiling of lower bench. <br />Upon removal of facilities (other than truck scale and storage bins) <br />from the lower bench and following removal of surface coal fines, the <br />site will need to be ripped to relieve compaction prior to topsoiling. <br />After completion of ripping, soil material from the stockpile located <br />in the draw west of the facilities area will need to be hauled in and <br />distributed at a uniform depth over the disturbed area. The area <br />formerly occupied by the soil stockpile will need to be graded and ripped <br />upon completion of stockpile removal. <br />14, Sealing of drill hole in draw west of facilities area. <br />There is one well on the property which La Plata Coal Corporation <br />committed to sealing in accordance with Rule 4.07.3(2) of the Regulations <br />(Attachment D). The well is located near the southeast corner of the <br />soil stockpile in the draw west of the facilities, and is depicted on <br />Map 7. The well will need to be sealed to within three feet of the <br />ground surface with cement, in accordance with Rule 4.07.3(2). The <br />casino will need to be cut off flush with the around surface and the <br />upper three feet of the hole filled in with soil. An abandonment report <br />as specified by Rule 4.07.3(3) (Attachment D) will need to be filed with <br />the Division upon completion of the task. <br />15. Backfillina acid treatment ponds. <br />Two small ponds were excavated at the outside bend of the portal <br />access road switchback to treat drainage from an acidic seep on the <br />portal bench. The pond dimensions are addressed on Page 4,05.7(B) and <br />their location is depicted on pane 4.05.7(D) of the application. The <br />excavations will need to be filled in to eliminate Dondina and restore <br />the natural drainage. <br />16. Backfillina two leach pads. <br />Leach pad excavation areas need to be fully backfilled, graded level with <br />the adjacent ground surface and re vegetate d. One leach field is located <br />across the county road and irrigation canal from the facilities area and <br />is shown on Map 7. The second leach field is not depicted on the map, <br />but is located approximately 100 feet northwest of the junction of the <br />portal access road and the conveyor access road. <br />
