Re vegetation of disturbed areas. <br />All areas affected by La Plata Coal Corporation as described previously <br />in this letter will need to be revegetated in accordance with the plan <br />outlined in panes 22 through 24 of the Findings Document. <br />The application states that soil testing would be undertaken upon <br />completion of regrading to determine if fertilizer application is <br />warranted. However, in order to minimize the time during which bare <br />soil would be exposed to erosion, we would accept a commitment to apply <br />a uniform application of 300#/acre di ammonium phosphate (18/46/0) <br />fertilizer upon completion of rough grading and topsoiling. The <br />fertilizer should be worked into the soil prior to or in conjunction with <br />the seeding operation. Areas broadcast seeded should be disced or raked <br />to insure seed coverage. Straw mulch should be applied after seeding and <br />incorporated by use of a mulch crimper or disc, or by use of a suitable <br />hand tool, such as a spade, on 18" centers. <br />18. Backfilling of sediment pond. <br />Ultimately, the sediment pond will need to be reclaimed. The landowner <br />on whose property the pond is situated would like it reclaimed <br />immediately, but removal of the sediment pond at this time would not <br />be allowable under the regulations. A possible solution would be to <br />construct a new sediment pond to the north of the county road in the <br />lower facilities area. The existing sediment pond could then be <br />reclaimed. If the existing sediment pond is retained, some ditching <br />and culverting will need to be performed to insure that disturbed <br />drainage is safely routed to the sediment pond without interfering with <br />the landowner's irrigation ditch. <br /> <br />I hope this letter has been of some assistance to you.
