Burial or backstowina outby from portal seals, all underground waste and <br />coaly material present on the upper and lower benches. <br />Several hundred cubic yards of waste rock material is currently piled <br />on the upper bench; the lower bench area is covered with a residue of <br />coal fines. Coal fines material from the lower bench should be hauled <br />to the upper bench. The coal fines material and waste rock should be <br />either backstowed in the portals outby from the concrete seals prior to <br />backfilling, or spread out and compacted in two foot lifts at the base of <br />the highwall backfill. The two foot lifts should be compacted to achieve <br />90~ of Proctor density, and covered by at least 4 feet of non-toxic cover <br />material. <br />7. Backfillina of the portal bench. <br />The portal bench backfilling plan is discussed on panes 2.05-33 through <br />2.05-37 of the permit application and page 26 of the Findinos Document. <br />Existing and proposed final topography are depicted on Map 12 of the <br />application, with representative cross sections. <br />La Plata Coal Corporation affected the eastern portion of the portal <br />bench, from the "dirt barrier" to the "water bar" as depicted on Map 11, <br />and it is this portion of the portal bench which is to be reclaimed. The <br />proposed backfill slope would eliminate the existing bench and highwall, <br />and blend into the steep valley headwall and side slopes above and below <br />the disturbed area. Maximum backfill slope would be approximately 60~, <br />with an average slope of approximately 50'L. The crest of the backfilled <br />slope would reach the upper edge of the face up cut, which on the <br />average is approximately 30 to 35 feet above the elevation of the portal <br />bench. The steep sided drainage segment extending up from the lower or <br />facilities bench to the base of the backfilled portal bench will need to <br />be graded to a relatively uniform gradient, with any abrupt slope <br />transitions eliminated. <br />8. Removal of guard trailer and backfilling of trailer bench. <br />The guard trailer will need to be removed and the pad on which it sits <br />as well as the associated access road will need to be regraded to the <br />approximate original contour, with the exposed cut slopes eliminated. <br />9. Backfillina portal access roadcut. <br />The access road leadino from the county road to the portal bench will <br />need to be regraded to reestablish the approximate orioinal contours. <br />Lower portions of the road which did not involve significant cut or fill <br />work will need to be ripped to relieve compaction so that a satisfactory <br />seedbed can be established. Alight use road which diverges from the <br />portal access road approximately 200 feet from the county road junction <br />and provides access to the upper portions of the overland conveyor will <br />need to be regraded in a manner similar to the access road. <br />
