Number 6, and was approved on June 15, 2005. There have been no revisions to the
permit that involved changes to this estimate since that time, and there has been no update
to the cost data base used by the Division since that time. Thus this reclamation cost
estimate of $1,079,161 is considered appropriate to this midterm review. The bond
liability amount of $1,079,161 is sufficient to asswe completion of the remaining
reclamation work at the site if the work had to be performed by the Division, including
the cost of reestablishing vegetation on any revegetated azeas, should those areas fail.
The two active bonds on deposit with the Division, by Travelers
Casualty and Swety Company in the amount of $965,520 and by XL
Speciality Inswance Company in the amount of $1 ] 3,641, provide a total bond coverage
of $1,079,161.
Thus there is sufficient bond to cover the current reclamation cost liability.
A summary of reclamation cost liability and bond coverage history is provided in the
following table.
Table 5 - History of Reclamation Cost Liability and Bond Coverage
Bond Coverage Reclamation Date Permit Action
Liabili
Aetna XL Total
$965,520 $1,079,161 Jul 5, 2005 rider
$1,079,161 June 6, 2005 Technical
Revision 6
$113,641 $975,761 April 18, new bond
2003
' $975,761 May 19, 2003 Permit
Renewal 2
$826,880 July 24, 2000 Technical
Revision 5
$862,120 $862,120 A ri15, 1996 rider
$862,120 Apri15, Minor
19966 Revision 4
$696,724 $696,724 Ma 13, ] 993 bond
3 Rider increase to the Aetna Casulaty Bond in the amount of $103,400
4 XL Speciality Insurance Company in the amount of $ 113,641
5 Amendment to Aetna Casualty & Surety Company increase of $165,396
e Increase requirement identified in the Mazch 13, 1996 Midterm Review
~ Aetna Casualty & Surety Company

Hayden Gulch Loadout Midterm Review Page 6 November 8, 2005
