i <br />• <br />With the acceptance of the above stipulation, the present and proposed <br />operations are in compliance with the requirements of this section, <br />XXI. Bonding - Rules 2,05,4(2)(b) and 3 <br />Present reclamation bonding for the Animas Mine totals E146,634.00, In <br />the updated permit application, however, Energy Fuels Mining Company has <br />estimated reclamation costs of $188,558.00 for the property. This figure <br />is acceptable to the Division. Consequently, Energy Fuels Mining Company <br />will be required to increase the amount of bonding for the Animas Mine to <br />$188,656.00 <br />With the receipt and approval by the Division of reclamation bonding <br />totaling $188,658.00 for the Animas Mine, the present and proposed <br />operations are in compliance with the requirements of this section. <br />XXII, Sealing of Drilled Holes or Underground Openin s - Rules <br />2.05. 2 q and .0 <br />The content of this section of the original Findings is adequate for the <br />Animas Pdine during the permit renewal term. <br />The present and proposed operations are in compliance with the <br />requirements of this section. <br />XXIII, Subsidence - Rules 2,05.6(6) and 4,20 <br />Subsidence was not a concern in the original Findings document for the <br />Helen and Animas Mines. A permit revision, however, to expand the <br />underground extent of the Animas Mine and to conduct retreat mining below <br />South Starkville Gulch was approved during the first permit term. As a <br />result of retreat mining under this area, some surface subsidence was <br />forecast. No structures or renewable resources were to be impacted <br />directly by the subsidence. The mine operator, however, predicted the <br />vertical and lateral extent of the subsidence using acceptable <br />methodology in order to evaluate the indirect impact on renewable <br />resources outside the permit area as well as on the hydrologic balance <br />within the permit area. All potential impacts were considered minimal, <br />and no revision in surface or ground water monitoring was required as <br />part of the Division's approval of the permit revision. Retreat mining <br />in the South Starkville Gulch area did not occur, however, before the <br />mine temporarily ceased operation in mid 1984. <br />Retreat mining under South Starkville Gulch remains as part of the plan <br />for the Animas Mine during the permit renewal term. The Division's <br />findings of minimal impacts of the resulting subsidence on renewable <br />resources outside of the permit boundary and on the hydrologic balance <br />within the permit area continue to be valid. <br />During the first permit term, a permit revision was approved to expand <br />the coal processing waste pile. The Division's approval included three <br />stipulations, one of which required study of the effects on the enlarged <br />_pp_ <br />
