• • Present vegetation on both undisturbed and disturbed land within the permit area is <br />sparse because of the intermittent, shallow soils, and dry climate. Grass cover is <br />estimated to be at 10 to 15 percent. Both the A-Band and the E3- Band ,rre ridge <br />formers, and vegetation is exceptionally sparse on them. Species are listed in Exhibit <br />J of the original permit application. <br />2. Closure Plan <br />Once cement production at the plant is no longer economically feasible and the <br />manufacturing process comes to a stop permanently, then reclamation of this ;vea will <br />begin. Since the area includes that portion of the plant that generates, han~~les and <br />disposes of CKD, then this area will be subject to restoration back to natwal state. <br />Reclamation plans for this area entail the dismantling of the steel structures and the <br />demolition of concrete walls, bases and foundations. The steel structures will be properly <br />disposed/recycled. The demolished concrete reinforcement will be disposed of in a <br />quarry-approved landfill. <br />The site will then be contoured to follow a natural grade to the land. The site will then <br />begin final reclamation, which is accomplished by covering the area with 6" to 12" of soil <br />• cover /growing medium and seeding according to the mix that was approved in the <br />original permit. The seed mixture broadcast rates are as follows: <br />Pubescent Wheat Grass 1.5 lbs. er acre <br />Western Wheat Grass 2.5 lbs. er acre <br />Blue Gamma 0.5 lbs. er acre <br />Side Oats Gamma 0.5 lbs. er acre <br />Russian Wild R e 0.5 ]bs. er acre <br />In addition Rabbit brush and skunk brush aze shrubs that rapidly revegetate naturally and <br />are recommended to supplement the grasses. <br />Planting will be conducted in the fall or early spring, dependent on the rnoisture <br />conditions. <br />3. Erosion Control <br />Establishing a growth medium will reduce ground erosion and minimize wind ero:;ion. <br />Proper contour grading will be constructed to divert surface runoff water. Small <br />windrows (1-2 feet) will be developed to reduce the water velocity and to minimize <br />. riffling and vegetation washout. <br />3 <br />
