Knight Msold
vlr. Robert Ernst, Geologist 4- April 29, 1993
United States Department of the Interior
The claims associated with the Joker mine currently belong to the following
individuals: Mary Zimmerman, Orvie Zimmerman Sr., Orvie Zimmerman Jr.,
Margie Zimmerman, Rhonda Zimmerman, Charles Zimmerman, Ruth Gean
Herod, Jonathan Herod, Thomas Boa, and Mabel Boa. These individuals leased
the claims associated with the Joker Mine to Mining & Minerals, Ltd., a Texas
limited Partnership, in March 1993.-
4) Information sufficient to describe or identify the type of operations proposed, how
they will be conducted, and the period during which the proposed activity will take
place.
The proposed operations will follow the approved POO with the exception of
taking the ore off-site for processing instead of processing the ore on-site. Mining
activity will consist of excavating shallow pits using a dozer and/or loader.
Material will be stockpiled and hauled to the processing plant. Twenty to twenty-
five ton trucks will be used to transport the ore. Following processing, the tailings
will be loaded onto the trucks and hauled back to the mine site. The tailings will
be placed into the pits, graded, covered with stockpiled soil, and revegetated.
The length of time for the proposed operation is dependent on the success of the
pilot scale operation. The nature of the pilot scale operation is to prove the
economic recovery of precious metals from the ore. The period of operation may
be as short as six months if the process does not show a viable economic recovery
of precious metals. If recovery is economic, the pilot plant will operate while
permitting for a full scale operation is completed. This is expected to be two to
three years.
5) Measure to be taken to prevent unnecessary or undue degradation and measures
to reclaim disturbed areas resulting from the proposed operations, including the
standards listed in 3809.1-3(d) of this title.
The measures to prevent unnecessary or undue degradation will be those specified
in the existing POO. Measures will include controlling erosion, controlling dust,
disturbing only areas necessary for the removal of ore, and conducting concurrent
reclamation during mining. Disturbances will also be reduced by conducting only
mining activities and not processing the ore on site. Erosion protection measures
will be installed around the pits and stockpiles as necessary to limit erosion
impacts.
Reclamation activities will be concurrent with mining activities to comply with the
20-acre disturbance limit. This will include grading, applying stockpiled soil, and
revegetation. All reclamation activities will comply with the existing POO. The
existing buildings and equipment on-site may be sold and removed from the site.
