- -C <br /> <br />The Division feels that proper reclamation of the mines site should <br />include grading of the portal areas, working pads and access roads to <br />approximate original contour together with proper topsoiling and <br />revegetation. As a result, Stipulation 15 is made. <br />Stipulation 15 <br />THE RECLAMATION PLAN FOR THE MINE SHALL BE REVISED TO INCLUDE REGRADING <br />OF THE PORTAL AREAS, INCLUDING RELATED WORKING PADS AND ACCESS ROADS, TO <br />A CONDITION THAT APPROXIMATES THE ORIGINAL SITE TOPOGRAPHY AS INDICATED <br />8Y THE BACKGROUND CONTOURS ON THE N.C.E.C. PRELIMINARY MINE GRADING PLAN <br />MAP, SCHMUESER 8 ASSOCIATES, REVISED 4/10/88. TOPSOIL DISTRIBUTION AND <br />REVEGETATION OF THE REGRADED PORTAL AREAS WILL BE CONSISTENT WITH THAT <br />APPROVED FOR THE REMAINDER OF THE MINE SITE. <br />With the acceptance of this stipulation, the proposed operation is in <br />compliance with the requirements of this section. <br />VIII. Revegetation - Rules 2.04.10, 2.05.4(2)(e), and 4.15 / <br />Ga 3--~` <br />Vegetation baseline information is contained on pages 3-j,24' through 3-142 <br />of Volume I, Appendices 3.6-1 in Volume II, and 3.6-2 and 3.6-3 in Volume <br />VI; the revegetation plan is contained on pages 4-~8' and 69, and 4-71 <br />through 74 in Volume I. s3-- s9 •~-LI--y-6~ <br />Coal Ridge No. 1 Mine originally proposed to disturb 104 acres of <br />sagebrush community, 113 acres of pinon-juniper vegetation type, 30 acres <br />of irrigated hayland, and 9 acres of mountain shrub during the life of <br />the mine. The applicant provided vegetation baseline studies of varying <br />scope and location undertaken by three different consultants during <br />different years (1981, 1983, and 1983). <br />To date, the applicant has disturbed acreage contained in the sagebrush <br />community only. Since permit renewal will allow reclamation only, <br />findings are made with respect only to the sagebrush community, and <br />disturbance in phase A. <br />The applicant has adequately sampled cover, production, woody plant <br />density, and diversity for the sagebrush community affected and reference <br />areas, as stated on pg 4-75p-1 Yol II. Stipulation No. 5 to the original <br />permit established a woody plant density standard for the sagebrush <br />community of 1,000 live stems/acre and a species diversity revegetation <br />success standard of-two species of cool-season bunch grasses, two species <br />of-cool--.season sod grasses, two species of leguminous fortis, and two, <br />sPeci,es. of woody plants; each species of the above being represented by <br />not less than 3% relative cover or more than 40A relative cover on the <br />Crevegetated surface. Stipulation No. 5 is, therefore, considered <br />satisfied. <br />_l 7 _ <br />
