Topsoil - Rules 2.04.9, 2.05.3(5), 2.05.4(2)(d), and 4.06 <br />3-5-`/ -to 3•(0( ~1-~lS- y-53-5(: ~l to i <br />Baseline soils information and the topsoil removal and redistribution <br />plans in~.Volume I, pages 3-29` to 3-123 and 4-65-Le-4-66-and Volume Il;, <br />Appendix 3.5-:1 were reviewed for compliance with the regulations. <br />Two soil types occur within the proposed disturbed area: the Heldt Silty <br />clay and~the Nihil Stony loam. Average salvage depth for the Heldt Silty <br />clay is 60 inches and 12 inches for the Nihill Stony loam. <br />Textures of these soils range from loam to silty clay. The soils have a <br />low electrical conductivity (EC) and sodium absorption ratio (SAR). Most <br />of the surface and subsurface soil horizons rate fair to good as a source <br />of topsoil material. ~ <br />The locations of topsoil stockpiles are shown on map~3 ~ : Upon <br />completion of backfilling and grading operations, topsoil will be <br />redistributed. Approximately 16 inches of topsoil will be replaced over <br />the entire disturbed area. This should be adequate to achieve <br />reclamation since the majority of the re vegetation species have root <br />systems which concentrate within this or lesser depth, and the soils <br />exhibit no properties that should limit plant growth. <br />The proposed reclamation is in compliance with topsoil requirements. <br />V. Coal Processing and Non-Coal Processing Waste - Rules 2.05.3(8), <br />, an <br />Since the mine never became operational and coal and non-coal processing <br />waste was never produced, Stipulation No. 6 which required an engineering <br />plan for the waste slurry embankment is no longer applicable. <br />The requirements of this section do not extend to the reclamation <br />operation as proposed in the permit renewal application. <br />VI. Sealing of Drill Holes and Underground openings - Rules 2.05.4(2)(8) <br />an <br />Closure plans for drill holes, mine portals, and shafts are delineated on <br />pages 4-69a of Volume I of the application. The sealing plans meet all <br />the requirements of Rules 2.05.4(2)(8) and 4.07. <br />The proposed operation is in compliance with the requirements of this <br />secti on. <br />VII. Back filling and Grading - Rules 2.05.2(6)(b), 2.05.4 (2 )(a ), 2.05.4 (2)(c), <br />an <br />The original permit application includes a discussion of backfilling and <br />grading on p. 4-70. This discussion does not specifically refer to the <br />tunnel portal areas and the associated roads and working pads. Reference <br />is made in the permit renewal application on p. 4-53 to reclamation of <br />the tunnel waste rock near the tunnels. This material makes up some part <br />of the working pads and ramps, but this brief reference creates some <br />uncertainty as to what is intended for reclamation of the portal areas. <br />-1 6- <br />
