Section 2.04.9 Soils Resource Information <br />(1) Soils Information <br />(a) <br />The applicant needs to provide a description of soil hype 131. This soil <br />type is shown near the East Portal. <br />Soil type 119 (Rentsac- Moyerson -Rock Outcrop complex) is rated as class <br />3 in Table I -1 of the permit application. According to the classification <br />definitions (pages 1I.I -27 and 28) soil type 119 should be rated as class 4 <br />since the mean depth of topsoil is less than three inches. Also, soil type <br />128 should be listed as a class 4 soil in table I -1. These apparent <br />discrepancies need to be clarified and /or corrected. <br />(b) <br />The applicant is proposing to use five ppm for selenium as a standard for <br />acceptability instead of the generally accepted standard of two ppm. A dis- <br />cussion of why this variance is acceptable should be provided. <br />(c) <br />Topsoil and subsoil sampling sites need to be located and clearly identified <br />on both the baseline soil maps and the topsoil /subsoil stripping maps. <br />Section 2.04.9(c)(iii) of the Colorado permanent regulatory program requires <br />a map indicating the depth to which the operator proposes to strip topsoil <br />within each portion of the permit area. The applicant has presented topsoil <br />depth and volume calculations in tabular form on page V -32c.
