- The same type of discussion also needs to be provided for Red
Wash.
(3) Alternative Water Supply Information
On page II.0 -108 of the permit application the applicant states that no water
rights will be impacted by mining. The applicant needs to provide backup for
this statement, such as: projected drawdown and depletion of water in the
White River and its alluvium as a result of pumping; the possible impacts due
to subsidence on several stockponds (shown on Figure II.0 -4 of the permit ap-
plication) within the mine plan area; and the possible impacts due to subsi-
dence on Scullion Gulch and Red Wash. For the White River and its alluvium,
Scullion Gulch, and Red Wash, this discussion should also be in terns of the
depletion, under worst case conditions, of the water available to downstream
users.
Also, the applicant needs to provide a plan to replace any water which might be
depleted or degraded (below acceptable standards for a given use) as a result
of mining operations.
(4) Maps
If the applicant wishes to use the figures provided in Section II.0 of the
permit application to fulfill the requirements of Sections 2.04.5 and 2.04.7 of
the Colorado permanent regulatory program, then these figures need to be
certified by a qualified professional engineer or geologist.
Because of the scales of the figures in Section II.0 of the permit application
it is difficult to accurately determine the location and elevation of surface
water and ground water monitoring sites. The location and elevation of these
monitoring sites needs to be noted within the text of the application or the
sites need to be plotted on a map of sufficient scale such that elevation and
location can be adequately determined.
10
