-16- <br />The applicant has proposed to construct several stock watering ponds on <br />the post-mining surface (Map Z9 of the permit application). In the April <br />9, 1981 Preliminary Adequacy Letter, the Division stated that the applicant <br />would be regu3red to demonstrate compliance with the performance standards <br />of Rule 4.05.9 relating to design and construction of permanent impoundments. <br />Plans for these ponds have not been provided to the Division. The applicant's <br />consultant stated that aII engineering for these ponds would be in <br />compliance with the required standards (Page 5, May 14, 1982 letter from <br />Tipton and Kalmbak to Richard Atkinson, contained in Volume 8 of the <br />application). Subsequently the applicant has committed to submit detailed <br />designs to the Division prior to any construction of permanent impoundments <br />on the reclaimed surface. With the acceptance of the above stipulation <br />the operation is in compliance with the requirements of this section. <br />VI. Hydrologic Balance:. Ground Water - Rules 2.04.5, 2.04.7, 2.05.3(4), <br />2.05.6(3), and 4.05. <br />Section 2.04.7 of Volume I and Exhibit 7 of Volume II contain information <br />on the occurrence and quality of ground water a.t Colowyo. These sections <br />have been reviewed by the Division for compliance with the appropriate <br />rules and regulations. <br />During the review process, a number of issues were raised with respect <br />to the probable hydrologic consequences of the Colowyo operation. Most <br />of these questions were satisfactorily resolved in the responses prepared <br />by Bishop Associates, Inc. in Volume 8 of the application. In order to <br />document the effects of mining on ground water quality at the site, <br />Colowyo has agreed to monitor alluvial ground water which could potentially <br />be affected by spoil Ieachate as discussed in the "Alluvial Valley Floors" <br />portion of this document,. <br />
