VI11. Coal Mine Waste Banks <br />The Apex No. 2 Mine did not construct coal waste banks; therefore, specific findings are <br />not required. <br />IX. Coal Mine Waste <br />During reclamation, approximately 2,000 cubic yards. of coal waste material were <br />generated from the cleanup of the remainder of the coal stockpile and from the excavation <br />of about four feet of coally material on the facilities pad. This material was disposed of at <br />the P&M, Edna Mine (4.11.5). <br />X. BackTlling and Grading <br />The Apex No. 2 mine first began operations in November of 1964. The mine is located on <br />a steep hillside immediately above and adjacent to the county road. The undisturbed <br />slope, adjacent and above the portal, is steeper than 80%. There is a vertical to <br />overhanging sandstone outcrop, 50 feet high, located 300 feet west of the portal in the <br />undisturbed azea. The portal bench is fifteen feet above Routt county road 29 and <br />sepazated by a neaz vertical embankment. Sunland Mining Corp. proposed and was <br />approved during the initial permit approval the right to leave aneight-foot bench to catch <br />rocks rolling down the hillside and to backfill the slope to a 1:1 configuration. <br />Backfilling and grading was completed in the permit azea in Fall 1992. <br />XI. Revegetation <br />A. The Division approved the use of Birdsfoot trefoil as an introduced species in the <br />reclamation seed mix. This introduced specie is desirable and necessary to achieve <br />the approved post-mining land use, and is not poisonous or noxious. (4.15.2). <br />B. The Division approved the use of a jute, nylon and coconut mat in the two small <br />area exemptions as a means to meet soil stabilization requirements. This was <br />approved in minor revision MR-08. The application of native hay, at a rate of 3 <br />tons/acre on the slopes and 2 tons/acre on the flats was previously approved and <br />implemented during the fall 1992 reclamation (4.15.4). <br />C. The methods for measuring herbaceous cover, production, species diversity, and <br />woody plant density are set forth on pages 184-15 and 184-16 of the permit <br />application. In its review of the original permit application, the Division <br />approved two different standards for herbaceous cover and for productivity for the <br />Apex mine: one for the Trout Creek valley bottom (facilities yard azea) and <br />another for the mixed mountain shrub community on the hillside. The standards <br />were based on an average ofpre-mining data from nearby mines. The Division <br />Apex No. 2 Mine, C-31-01 I 16 Amended December 21, 1998 <br />
