The assessment ofthe probable cumulative impacts oFall anticipated coal mining In the <br />general area on the hydrologic balance, as described in Rule 2.0.6(3), has been made by <br />the Division, and the operations proposed under the application leave been designed to <br />prevent damage to the hydrologic balance outside the proposed permit area. <br />lV. <br />V. <br />VI. <br />VII <br />Topsoil <br />Sunland commenced mining activities in 1976 prior to the requirement to inventory and <br />salvage topsoil resources. As such, no inventory occurred and no topsoil was salvaged <br />from any of the 5.6 acres disturbed by this mine. However, to provide some background <br />information, Sunland Mining Corp. submitted a soil resource inventory for the adjacent <br />areas prepared by the Soil Conservation Service (SCS). <br />The SCS identified various soils depending upon location. For the areas adjacent to Trout <br />Creek and the facilities azea, the SCS identited deep, poorly drained soils with an <br />average topsoil depth of about 8.5 inches and an average subsoil depth of approximately <br />20 inches. For the portal area on the side of the hill, the SCS identified deep, well-drained <br />soils with an average topsoil depth of about 26 inches and subsoil depths ranging to 60 <br />inches. <br />As requested by the landowner on page 187.1 of the permit application, Sunland Mining <br />Corp. imported 6 inches of topsoil medium to reclaim the facilities bench area <br />(encompassing about 3.1 acres). For the remainder of the area, the backfilled material was <br />analyzed and appropriate amendments will be added in April of 1993 as recommended by <br />the analysis (4.06.1(2)). <br />Sealing of Drilled Holes and Underground Openings <br />Sunland Mining Corp. sealed the mine portals with 2~ feet of inert iaterial as required <br />by the Mine Health and Safety Administration (MSHA). Besides the Apex No. 2 Mine <br />portals, Sunland Mining Corp. will also seal the adjacent Apex No. 1 Mine portal <br />currently being used by Sunland Mining Corp. for a bleeder fan. Information pertaining <br />to sealing of openings and drill holes is presented on pages 182, 190.2, 190.21, and 190.3 <br />of the permit application. <br />Use of Explosives <br />No surface blasting was conducted at this underground mine. Therefore, the requirements <br />of this section are not applicable (4.08.3(2)(b)(i)). <br />Disposal of Excess Spoil <br />The Apex No. 2 Mine has not generated excess spoil.
