SECTION B <br />The following findings and specific approvals are required by Rule 4. <br />[. Roads -Rule 4.03 <br />Haul Roads <br />There are no haul roads at the Apex No. 2 Ivline. Routt County Road 29 passes between <br />the facilities area and the portal bench. Specific approvals are not required for this section <br />(4.03.1(1)(e)). <br />Access Roads <br />There was a small portal access road that has been reclaimed. Specific approvals are not <br />required for this section. <br />II. Support Facilities -Rule 4.04 <br />The support facilities, as described in the preceding "description of the operation and <br />reclamation plans" have been reclaimed with the exception of the shop bathhouse <br />structure. The shop and bathhouse were lefr at the request of the land owner. Specific <br />approvals are not required for this section. (4.04(6)). <br />III. Hydrologic Balance -Rule 4.05 <br />A. Water Quality Standards and Effluent Limitations <br />The Division granted two "small azea exemptions" in 1990. The two aeeas cover 0.35 <br />acres (office trailer/parking lot) and .OS acres (reclaimed fan portal). The applicant <br />demonstrated through SEDCAD+ modelling that sediment ponds and/or treatment <br />facilities are not necessary for drainage from the two areas to meet the regulatory water <br />quality standards. (4.05.2(3)(a) and 4.05.2(3)(b)(i)). <br />B. Surface and Ground Water Monitoring <br />Surface water monitoring is accomplished in Trout Creek, immediately upstream and <br />downstream from the permit area. Alluvial ground water is monitored in a well located <br />immediately downstream from the permit azea; a well immediately upstream is to be <br />installed in 1998.
