Minimum Bond <br />In no case shall the total bond amount applicable to a permit area be less than $10, 000 until <br />bond for the entire permit area is fully released. <br />III. Observations And Findings <br />Compliance <br />The Division made a review of Permit documentation on file at the Division. Permit <br />documentation included evaluations and results of previous inspections, water monitoring and <br />reclamation reports, and former bond releases. Documentation reviewed indicated that <br />reclamation of the site has been accomplished in accordance with the aggroved reclamation plan <br />of the Permit. The Division conducted an on-site Phase III Bond Release inspection on August 6, <br />2002. The purpose of the on-site inspection was to evaluate that reclamation operations alleged <br />to be completed had been completed, the degree of difficulty to complete remaining reclamation, <br />pollution of surface or subsurface water, and the probability of future occurrence of such <br />pollution. <br />Phase I <br />Phase I work had been previously reported as accomplished and Phase I bond release was granted <br />(SL-Ol) in 1988 on the entire mine and loadout sites. Portions of the mine site portals were re- <br />disturbed for construction of mine drainage treatment systems in 1998, 1989, 1992 and 1995. <br />Backfilling re-disturbed the immediate area of Portal 1 in 1998. These minor re-disturbances <br />were granted Phase I bond release in 2001 (SL-04). <br />Demolition and/or retention of structures were recognized in SL-O1. At the loadout site, in <br />Garfield County, permanentfeatures-included-the entire paved haul road, installedlandscaping, a <br />portion of the road berm, the truck dump pad, and the two-track ranch access road within the <br />reclaimed conveyor corridor. The conveyor crossed the pre-existing Kaiser -Sievers irrigation <br />ditch. The segment of this ditch within the conveyor corridor is located immediately adjacent to <br />Garfield County Road 109 and was restored to original condition in 1988. At the mine site, in <br />Pitkin County, permanent features consisted of the Stoney Ridge'Fan Shaft Road and four <br />permanent riprap drainage structures of the approved, reclamation plan. The drainage structures <br />are two relief drains off of the Waste Disposal Area, a clean waterconveyance ditch (including <br />two sections of culvert) across the reclaimed mine site facilities azea, and riprapped stream banks <br />and the concrete base of a former concrete box culvert, in North Thompson Creek in the <br />immediate vicinity of Portal 1. Demolition and condition of these permanent structures were <br />visually validated during this Phase III bond release. Other structures at the mine site were <br />subsequently approved for retention, and their condition for equivalent Phase I bond release <br />under SL-04 (2001) was visually validated during this Phase III bond release. They include the <br />electrical service facilities located neaz the backfilled;portals, the sediment pond located below <br />SL-O5, C-81-025, Mazch 24, 2003 <br />Page 13 of26 Pages <br />
