<br />_48_ <br />~~ <br />XI. Soils -Rules 2.04.9, 2.05:3(5), 2.05.4(2)(d) and 4.06 <br />Baseline soils resource information is presented in Section 2.04.10 of Volume <br />I and Exhibit 11 of Volume II of the permit application. Topsoil .handling and <br />redistribution are discussed on pages 2.05-14 and 2.05-30 of Volume I of the <br />application. <br />The surface disturbance at the Maxwell Mine occurred in 1976, prior to the <br />Colorado permanent coal program and, therefore, prior to the more stringent <br />requirements for topsoil salvage. Topsoil was not salvaged. The applicant <br />does, however, propose to disturb an additional area adjacent to the existing <br />disturbance where the waste disposal pile will be expanded. Topsoil will be <br />stripped prior to this additional disturbance. <br />CF&I Steel Corporation has provided sample locations and analyses <br />characterizing the soils to be disturbed, The analyses indicate that the <br />material is suitable for use as topsoil. No analysis is given for Selenium or <br />Boron, but since the soil pH is ]ess than 8.5 such an analysis is not <br />required. Map 10, the soils map, indicates depths of available suitable <br />topsoil and subsoil material for all soil sample sites. <br />The Soil Conservation Service (USDA) has recommended that A and 8 horizons <br />should be stripped and stockpiled separately and should be replaced in <br />sequence during redistribution. CF&I Steel Corporation has committed to this <br />and has planned two topsoil stockpiles for this purpose (see Map 3). It is <br />not specified, however, which horizon is to be placed in which stockpile. <br />This is necessary so that the piles can be appropriately marked such that the <br />horizons will not be mixed. <br />The following stipulation is required in order to comply with Rule 2.05.3(5). <br />Stipulation No. 15 <br />WITHIN 60 DAYS OF PERMIT ISSUANCE, THE PERMITTEE MUST INDICATE ON MAP 3 <br />WHICH SOIL HORIZON IS STORED IN EACH STOCKPILE. THE PERMITTEE MUST <br />IDENTIFY EACH STOCKPILE WITH AN APPROPRIATE MARKER. <br />The applicant has determined that approximately 8,000 BCY of topsoil material <br />will be available for reclamation. It is not indicated, however, what areas <br />will be topsoiled during reclamation or what the depth of respread topsoil <br />will be. <br />Because no topsoil was stripped prior to most of the disturbance at the <br />Maxwell Mine, not all of the disturbed area will be topsoiled during <br />reclamation. In most areas, this will require seeding of the disturbed <br />material directly after some form of surface preparation. This disturbed <br />material must be tested for suitability and a plan must be submitted for <br />proper preparation of the surface prior to seeding. <br />The following stipulations are required to comply with Rule 4.06.2(4)(a): <br />
