Bear -,- June 22, 19f2
Stipulation No. 7
The response satisfies the requirements of the stipulation.
Stioulation No. 3
The response indicates that two (2) monitoring points will be installed on
the backfill at the sear No. 2 portal area. The stipulation, however,
specifically requires three (3) monitoring stations and requires that locations
and construction specifications be submitted to the Division.
Note: The responses to Stipulations B and 9 are reversed.
Stinulation No. 9
The response satisfies the requirements of tt~e stipulation.
Stipulation No. 10
She Division has reviewed the plans, prepared for Bear Coal Company by RocY.y
Mountain Geotechnical, Znc. Three items remain to be resolved at this tira_:
1. The applicant should indicate whether it intends to construct a 15-.foot
wide or a 20-foot wide template (road bearing surface) between stations
9+90' and 5+00'. Zf the applicant desires to construct the 20-foot width,
the designer observes that a "gravity retaining wall system" will be required
to stabilize the road slopes along that segment of the access road.
2. The consultant observes irithin the plan documents; "Surfacing requirements
and drainage design are beyond the scope of this design. It is assumed that
a culvert will be required in the sicinity o_' station 7+50' to transfer storm
drainage to the cut side of the access road. It is our understanding that
this structure will be speed by ot.hers." The applicant should final ze the
surfacing treatment for the access road.
3. Following from (2) above, the applicant should amend the drainage pion
to detail the drainage facilities for the access road and portal bench.
Stioulation I;o. 11
The eng_'neering plan satisfies the requirements of this stipulation.
Stipulation No. I2
The response states that final disposal of nor'-coal ~raste r:•iIl be at the INlta
Coun^y Landfill. l~JOre detail should be provided regarding the temporary on-site
storage and handling of combustible waste, oil and crease, and abandoned mining
equipment.
