However, prior to any msninc of coal at the Bear 1.'0. 3, Bear will be <br />required to identify the loadout or loadouts to be used. If the loadout facilit% <br />have not been permitted by this Li vision, Sear ~~:iIl be.required to submit an <br />operation description, a sediment control plan, and a reclamation plan for the <br />loadout.
