The issues set forth in the prehearing order, as revised, are: <br />(A) Is the application adequate to determine if the surface and ground <br />water systems will be affected and to determine potential impacts <br />to the prevailing hydrologic balance? <br />(B) Has the Applicant proposed adequate measures to minimize <br />disturbances to groundwater and surface water as well as the <br />hydrologic balance of the surrounding area? <br />(C) Has the Applicant proposed measures to effectively control <br />erosion? <br />(D) Has the Applicant determined whether there will be an impact to <br />ground water quality and, if so, have the requirements of <br />Construction Materials Rule 3.1,7 been met? <br />(E) Has the Applicant proposed a plan to protect topsoil that satisfies <br />the requirements of Construction Materials Rules 3.1.9 and <br />6.4.5(d)(d)? <br />(F) Will the proposed reclamation plan achieve the final land use of <br />cropland? <br />(G) Does the Applicant's proposed reclamation plan describe the type <br />of reclamation it intends to achieve, why it was chosen, the acreage <br />to be reclaimed, and the methods and mechanics of earthmoving? <br />(H) Has the Applicant proposed a grading plan that will create a final <br />topography that is appropriate to the final land use of cropland? <br />
